Diplomová práce je zaměřena na seznámení se systémem kompetencí orgánů sociálně-právní ochrany dětí v České republice v oblasti náhradní rodinné péče. Vymezuje pěstounskou péči jako jednu z forem pomoci dítěti v ohrožení. Charakterizuje kompetence státní orgánů v oblasti realizace pěstounské péče. Výzkumná část je orientována na zachycení vzájemné provázanosti příslušných orgánů Moravskoslezského kraje v oblasti pěstounské péče. Nastiňuje vývoj pěstounské péče v Moravskoslezském kraji za období 2005 až 2010 prostřednictvím statistické analýzy. Porovnává ve Městě Orlová pěstounskou péči s dalšími typy náhradní rodinné péče za období 2007 až 2011. Zkoumá stanoviska sociálních pracovnic OSPOD na obecních úřadech obcí III. typu k současné legislativě v oblasti náhradní rodinné péče. A v rámci kasuistik zachycuje vliv pěstounské péče na vývoj dítěte.The diploma thesis is focused on introducing the system of competences of the child´s social and legal protection institutions in the foster care system in the Czech Republic. It defines foster care as a form of help the child at risk. Characterizes the competences state authorities in the implementation of foster care. Research is focused on capturing the interaction between the competent authorities of the Moravian-Silesian Region in foster care. It outlines the development of foster care in the Moravian-Silesian Region for the period 2005 to 2010 by statistical analysis. Compares in Orlova foster care with other types of foster care for the period 2007 to 2011. It examines the social workers of child´s social and legal protection institutions at municipal offices communities III. type of the current legislation in the area of foster care. And in the case studies shows the impact of foster care on child development.
