Bakalářská práce na téma "Postavení hejtmana ve veřejné správě" se zaměřuje na právní postavení krajského hejtmana v hierarchické struktuře krajského úřadu, jeho pravomoci a působnost. V úvodu práce jsou vymezeny základní teoretické pojmy z oblasti veřejné správy a také je zde nastíněn historický vývoj hejtmanství a krajské správy od dob středověku až po současnost. Druhá část práce je věnována samotnému hejtmanovi, konkrétně jeho dílčím pravomocím, působnosti, úkolům a vztahu s ostatními orgány krajského úřadu. Dále se práce zabývá problematikou nepřímé volby, předpoklady pro vznik a zánik mandátu, odměňováním a vznikem inkompatibility funkcí. V neposlední řadě je pozornost věnována také zastupování krajského hejtmana a vzájemnému rozdělení úkolů mezi hejtmana a náměstka hejtmana. Cílem této práce je odpovědět na několik výzkumných otázek. Klíčovou otázkou je, zda je vhodné zavést v České republice přímou volbu hejtmana či nikoliv a jaké jsou výhody a nevýhody přímé volby. Dalšími dvěma otázkami, které spolu úzce souvisí, jsou jaké postavení zaujímá hejtman kraje a jak rozsáhlé má pravomoci.The Bachelor thesis named 'The position of the Governor in public administration' focuses on the legal role of the Governor of the Region in the hierarchy of the region government, his authority and scope of his powers. The introduction deals with the basic concepts of public administration and it also offers the historical development of the presidency and regional administration since the Middle Ages to present days. The second part of this thesis deals with the Governor himself, especially with his partial authority, scope of his powers, duties and relation to other institutions of the regional department. The thesis also describes the problematics of indirect elections, the preconditions for the birth and an end of a mandate, remuneration and the origin of the incompatibility of functions. Moreover, the thesis focuses on the representation of the Governor and the mutual distribution of tasks between the Governor and the Deputy of the Governor. The aim of this thesis is to answer several investigative questions. The fundamental question is whether it is desirable or not to introduce the direct election of the Governor in the Czech Republic and what the advantages and disadvantages of direct elections are. The following two questions, which are closely related, are about the role of the Governor and the extent of his authority.
