The newest form of child welfare service, especially for children who are by law placed under institutional care is to bring them up in a foster care home. Foster care home is mainly suggested for children who cannot be adopted into kinship or other caregivers` care. The most appropriate surrounding for children's upbringing is family environment. This is also a reason why the foster care was created and included in the Family Law. The state is supporting and developing this form of child welfare service, the fact proven by number of restatements of the law. Foster parents are trained for this profession through the Employment Office, the Department of Social and Family Affairs or other licenced institutions or organizations. Foster parents are becoming employees of child care institutions and each of them cares for six children at most. The work of foster parent is difficult and it is necessary that he or she obtains qualities such as professionality, love for children and strong empathy.
