Možnosti využití strukturálních fondů Evropské unie při financování obcí [rukopis] / Huyen Tran thu. -- 2013. -- Ved. práce Michael Kohajda. -- Oponent Taťána Špírková. -- Abstract: Diplomová práce řeší zadané téma z několika pohledů. Po úvodním vymezení základních aspektů související s financováním obcí a po stručném představení strukturální politiky EU a současného programovacího období je práce věnována analýze právních předpisů na národní i evropské úrovni, které vytvářejí rámec pro čerpání dotací ze strukturálních fondů. V další části je popsán proces čerpání dotací ze strukturálních fondů a jeho institucionální zabezpečení a řízení, který je značně komplikovaný. Obce mívají problémy při čerpání dotací. Největší problémy při čerpání dotací jsou rozebírány v kapitole 8. Jedním z problémů je i složitost kontrolního mechanismu. Příjemce může být kontrolován nejen národními kontrolními orgány, ale i orgány EU. V této části jsou zmíněny všechny subjekty kontrolního systému a zmíněny jsou i jeho nedostatky. Velká část práce je pak věnována dotačním titulům pro obce v současném programovacím období 2007 - 2013. V rámci práce byl také vytvořen přehled dotačních titulů, kde mohou být obce žadateli o dotaci. Záměrem byl nejen poukázat na bohaté možnosti obcí využít dotace pro financování svých projektů, ale také zpřehlednit obcím jejich možnosti, jelikož právě kvůli velkému množství operačních programů je pro obce obtížné se v nabídce orientovat. Míra využívání evropských peněz byla zjišťována prostřednictvím dotazníkového šetření, kterého se zúčastnily obce z NUTS II. Na závěr je možné v práci najít návrhy a postoje obcí, národních orgánů, orgánů EU i odborné veřejnosti k dalšímu blížícímu programovacímu období.. -- Abstract: This thesis deals with the issue of flexibility in the use of funds from the structural funds of the European Union in the financing of municipalities, which is currently very topical and substantively large. I address a given topic from several angles. After the initial definition of the fundamental aspects related to the financing of municipalities and, after a brief presentation of the structural policy of the EU and of the current programming period, I am dealing with the analysis of legislation at national and European level, which provides a framework for drawing subsidies from the structural funds. One part of my work deals with the process of drawing subsidies from the structural funds and its institutional security and management. I also mentioned the biggest problems of municipalities when pumping subsidies. The complexity of the system is enhanced by complicated control mechanisms. The recipient can be controlled not only by the national supervisory authorities, but also by the EU institutions. Control is provided by a number of agencies, I have analysed all of them. In the current programming period 2007-2013 there is a sufficient quantity of appropriate grants that can be used in the financing of developing events. I have created a list of grants, from which an applicant - municipalities - can make a call for grant.. Although they have the possibility to call for many grants, the rate of use of European money is still low. This fact is also confirmed by the survey, which took part in the village of NUTS-II LEVEL. Thesis conclusion summarizes also the proposals and attitudes of the municipalities, national authorities, the EU institutions and the scientific community towards the upcoming programming period.
