Tato práce zpracovává téma vztahů mezi komorami Parlamentu České republiky. Pro lepší pochopení tématu je v ní odkaz na historii a vývoj parlamentarismu v našich zemích. Práce se zabývá vznikem Ústavy České republiky. Uvádí důvody, které vedly ke vzniku dvou komor Parlamentu České republiky, Poslanecké sněmovny a Senátu. Hlavní částí práce je problematika vztahů mezi oběma komorami Parlamentu. Ta vychází z rovnocennosti a odlišnosti jejich postavení a pravomocí, daných Ústavou České republiky. Práce se zabývá návrhy zákona, který měl tuto problematiku řešit a analyzuje příčiny, proč dosud nevznikl. Práce v závěru reflektuje i současné dění, kdy byl oběma komorami Parlamentu přijat ústavní zákon o přímé volbě prezidenta republiky.This thesis deals with the relationship between the two chambers of the Czech parliament. For a better understanding of the topic there is reference to the history and development of the parliamentary system in the Czech lands. It describes the origin of the Constitution of the Czech Republic and the background resulting in its ratification and accounts for the reasons leading to the creation of the two chambers of the Czech parliaments - the Chamber of Deputies and the Senate. The main part of the thesis analyses the problems of the relationship between both chambers of parliament which originate in equivalence and difference in their status and powers guaranteed by the constitution. It also presents the bills which have been introduced in order to solve the situation and the reasons why an appropriate law has not been passed yet. The end of the thesis comments on the current events, especially the new constitutional law about the direct presidential election passed by both chambers of parliament.
