V této práci analyzuji postoj České republiky k reformě Společné zemědělské politiky. Snažím se postihnout nejen představy této země o tom, jaká by Společná zemědělská politika měla a mohla v budoucnu být, nýbrž i jednotlivé pozice ČR v případě konkrétních návrhů Evropské komise a jednotlivé snahy, jak tyto návrhy ovlivnit. Nejdříve nastiňuji vývoj Společné zemědělské politiky, zmiňuji se o hlavních pokusech reformovat tuto oblast. Poté hlouběji analyzuji novodobé reformy Společné zemědělské politiky, problematiku Mid Term Review z roku 2003 a Health Checku z roku 2007. Dále se zaměřuji na analýzu vyjednávání o vstupu ČR do EU v kapitole Zemědělství a poté přistupuji k hodnocení samotného postoje České republiky k reformě Společné zemědělské politiky. Nakonec uvádím SZP v kontextu předsednictví ČR v Radě EU, analyzuji priority této země pro zemědělskou oblast a snažím se dokázat, že Česká republika jakožto předsednická země v Radě EU v první polovině roku 2009 přistupuje ke své nové roli s velkou zodpovědností a má zájem koordinovat a posunout jednání v oblasti Společné zemědělské politiky takovým směrem, aby se braly v potaz nové výzvy SZP a zároveň nebylo narušeno rovnoprávné postavení farmářů všech členských zemí. Dokázala jsem, že existuje vzájemná souvislost mezi průběhem vyjednávání vstupních podmínek členství České republiky v Unii v kapitole Zemědělství, dosaženými výsledky tohoto jednání a rolí tohoto státu jako předsednické země v Radě EU, resp. jejím úsilím ovlivnit agendu Společné zemědělské politiky. Tato oblast může i v budoucnu nabídnout mnoho příležitostí pro další politologický výzkum.This thesis aims to approach the better understanding of the attitude of the Czech Republic towards the Common Agricultural Policy Reform. The purpose of this work is not only to show its perceptions about what this policy might be in the future, but I also focus on the analysis of the particular positions of the Czech Republic towards the proposals of the European Commission and also particular efforts how to influence the results of the negotiations. Firstly, I present the evolution of the Common Agricultural Policy, I mention the main efforts to reform this area. Moreover, I examine the modern reforms of the CAP, in particular the Mid Term Review and the Health Check. Then I deal with the own pre-accession negotiations on the Chapter of Agriculture in the case of the Czech Republic before this country became member of the European Union. After that I analyse the own attitude of the Czech Republic towards the Common Agricultural Policy Reform. Finally, I present the CAP in the context of the CZ Presidency of the Council of the EU in the first half of the year of 2009. I focus on the priorities of this country in the agricultural sector and try to prove that the Czech Republic approaches the new role with high responsibility and aims to influence the negotiations, taking into account the new challenges to the CAP and calling for equal position of the farmers in all the member states at the same time. I demonstrated that there is a causal relationship between the pre-accession negotiations on the Chapter of Agriculture in the case of the Czech Republic and the CZ Presidency of the Council of the EU, its ambition to influence the CAP agenda. I believe this area can offer a lot of opportunities for further research.
