Tato bakalářská práce zkoumá doposud neprozkoumané vody české a středoevropské politologie. Jako hlavní oblast výzkumu jsem si vybral senátní volby v České republice od prvních voleb až do roku 2010, kdy byla naposledy obměněna třetina senátorů. Na těchto volbách aplikuji matematické postupy navržené a používané v americké a britské politické vědě po mnoho desítek let. Cílem mé práce je zjistit, zdali volební systém do Senátu PČR je náchylný ke sklonu nebo nikoli. Práce je postavena na empirické analýze hodnot, které jsem vypočítal z dat Českého statistického úřadu, který velmi podrobně zpracovává veškerá data ze senátních voleb. Sklon volebního systému má několik úrovní výpočtů. Práce je vypracována metodou empirické analýzy hodnot, které vychází z matematického postupu pro výpočet sklonu volebního systému. V této práci se snažím zjistit existenci závisle proměnné (ZP), tj. sklonu volebního systému pomocí nezávislých proměnných (NP). Tyto NP jsou podle Borisyukové volební geografie, malapportionment, rovnoměrná distribuce hlasů a efektivita malých stran. Zjištěné výsledky jsou v závěru analyzovány a detailně popsány s tím, že jsem určil i limita této práce a budoucí cestu, jakou by se mělo téma sklonu dále ubírat.This bachelor thesis explores the still undiscovered waters of Czech and Central European political science. The mid-point of my research is the Senate elections from the first ones until 2010. That year was the third of the Senate exchanged for the last time. To these elections I apply mathematical methods created and used by the American and the British political scientists for decades. The aim of my thesis is to find out whether the electoral system to the Czech Senate is predisposed to bias or not. The thesis is built around empirical analysis of values that calculated from data published by the Czech statistical office that processes all data from the Senate elections. The bias of the electoral system has several levels of calculation. In first case it can be that there is no bias in the system. That would mean no political party is advantaged by the electoral system. Another case describes the situation that the system gives an advantage to the biggest party. This party would than reach even higher lead in case of victory. Last case is that the profit goes to a different party that would again get more seats than votes. Ascertained results are analyzed in the conclusion together that I have set the limits of the thesis and path the research of bias should follow in the future.
