Předmětem zkoumání je rozhodovací pravomoc ředitele školy s cílem vytvoření metodického návodu při rozhodování ředitele školy ve správním řízení. V první části bakalářská práce vymezuje právní rámec na úseku školství , je zde krátký pohled do historie správních řádů a jejich aplikace v daném časovém období.Dále jsou uvedeny postupy při vedení správního řízení a náležitosti potřebné pro vydání rozhodnutí, včetně možností opravných prostředků. Závěrem je souhrn faktů, nutných pro úvahu de lege ferenda a celá práce je uzavřena návrhy a doporučením na změny v oblasti správního rozhodování ředitele školy.The subject of this study is the school principal's decision making authority with the aim of formulating a systematic manual for the decision making process of a head master at administration. In the first part, this bachelor thesis outlines the scope in the filed of education, there is a brief view into the history of administrative rules and their application in the given time frame. Listed further are procedures in the execution of administrative ruling, and guidelines needed for issuing decisions, including options for corrective means. The conclusion consists of a summary of all facts needed for consideration of lege ferenda, and the thesis finishes with suggestions and recommendations for changes in the area of administrative decision making of headmaster.
