Tato bakalářská práce se soustředí na popsání a vysvětlení běloruských vztahů s EU a Ruskem mezi lety 1991-2012. Autor se snaží vysvětlit příčiny proruského směřování země po rozpadu SSSR skrz historii běloruského národa. Důležitou funkci k vysvětlení běloruského balancování představují teoretické koncepty ?soft balancing? a ?multivektorová politika?, které autor v práci používá. Důraz je kladen na zhodnocení bělorusko-ruské ekonomické a politické integrace v období prezidenta Borise Jelcina a éře Vladimira Putina. Důležitou součástí této bakalářské práce jsou kapitoly o energetické politice a systému tzv. subvencí, což jsou prvky, které významně pomohly financovat běloruskou ekonomiku. Omezení těchto elementů a agresivní politika ruského prezidenta Putina stály v roce 2006 za bezprecedentním sblížením Běloruska a Evropské unie. Autor práce se snaží vyložit zapojení Běloruska do evropských politik, převážně do tzv. Východního partnerství a argumentuje, že spolupráce s EU probíhala v oblastech, které byly výhodné pro Lukašenkův režim. Sblížení s Unií je ukončeno následky prezidentských voleb v prosinci 2010, po kterých jsou zavíráni opoziční prezidentští kandidáti a demonstranti. Práce se poté soustředí na vývoj vzájemných vztahů do konce roku 2012.This thesis focuses on the description and explanation of Belarusian relations with the European Union and Russia between 1991 and 2012. The author tries to explain the causes of pro-Russian orientation of Belarus after the collapse of the Soviet Union throughout the history of the Belarusian nation. Theoretical concepts "soft balancing" and "multi-vector policy" which the author uses in the thesis are important feature to explain the Belarusian balancing. Emphasis is placed on the evaluation of the Belarusian-Russian economic and political integration during eras of Boris Yeltsin and Vladimir Putin. Chapters about energy policy and the system of subsidies are important part of this thesis. These aspects of mutual relations significantly helped to finance the Belarusian economy. Reductions of these elements and the aggressive policy of Russian President Putin had caused an unprecedented convergence of Belarus and the European Union in 2006. The author tries to explain the involvement of Belarus in European policies, mainly in the Eastern Partnership initiative. The author of the thesis argues that cooperation between the EU and Belarus had taken place in spheres which have been profitable for Lukashenko?s regime. The rapprochement between Belarus and the EU ended after the 10th December crackdown against demonstrations and opposition candidates for the Belarusian president. The thesis focuses on the development until 2012 afterwards.
