Bakalářská práce je zaměřena na obecně závazné vyhlášky v judikatuře Ústavního soudu České republiky. Obecně závazné vyhlášky jsou právním předpisem územních samosprávných celků. Těmi jsou v České republice obce, kraje i hlavní město Praha. Dozor nad nimi vykonává Ministerstvo vnitra. V případě rozporu obecně závazné vyhlášky s ústavním zákonem nebo zákonem může podat návrh na její zrušení zcela nebo z části Ústavnímu soudu. Cílem práce je vyhodnotit četnost návrhů na zrušení obecně závazných vyhlášek nebo jejich částí, kterými se Ústavní soud zabýval ve stanoveném období let 2016-2010. Analýzou bylo zjištěno, kolik z nich bylo zamítnuto, zrušeno nebo zrušeno z části a jakou věcnou oblast nejčastěji upravovaly. Podklad pro vyhodnocení tvořila judikatura Ústavního soudu z vybraných let. Výsledkem práce je vytvoření přehledné statistiky počtu zrušených, částečně zrušených či zamítnutých návrhů na zrušení obecně závazných vyhlášek a věcné oblasti, které upravovaly.Bachelor thesis is focused on generally binding regulations in the case law of the Constitutional Court of the Czech Republic. Generally binding regulations are regulation of local governments. These are in the Czech Republic, municipalities, regions and the City of Prague. Ministry of Interior oversees the legality of the generally binding regulations. In case of a conflict between the generally binding regulation and the constitutional law or the law, the Ministry may file a petition to partially or fully annul the generally binding regulation to the Constitutional Court. The aim of my bachelor thesis is to evaluate the frequency of applications for annulment of generally binding regulations, or parts of them, which the Constitutional Court dealt with within the specified period 2016-2010. Analysis revealed how many of them were refused, revoked or canceled in part and which substantive area they usually dealt with. Basis for the evaluation was the jurisprudence of the Constitutional court from selected period. The result of the thesis is the creation of clear statistics on the number of canceled, partially canceled or rejected applications for annulment of generally binding regulations and substantive areas, which they regulated.
