Tato diplomová práce se zabývá problémy malých obcí a přímou volbou starostů. Problémy malých obcí jsou v českém akademickém prostředí velmi důležitým tématem i vzhledem k velkému počtu malých obcí v ČR. Přímá volba starostů je pak demokratickou inovací, nad jejímž možným zavedením se v ČR diskutuje už delší dobu. Cílem práce je identifikovat postoje starostů vybraných obcí Kraje Vysočina k otázce problémů malých obcí a k otázce přímé volby starostů. Tato diplomová práce tedy zjišťuje, jaké postoje mají starostové vybraných obcí k možné existenci identifikovaných problémů malých obcí ve svých obcích a jaké zaujímají postoje k možnosti zavedení přímé volby starostů v ČR. Tato diplomová práce je z metodologického hlediska případovou studií, protože se zabývá pouze vybranými obcemi Kraje Vysočina a k naplnění cíle využívá nástroje polostrukturovaných rozhovorů se starosty vybraných obcí. V rámci analýzy jsou odpovědi starostů na otázky stanovené v rozhovorech porovnávány. Z analýzy výzkumu vyplývá, že starostové zkoumaných obcí vykazují v postojích k oběma tématům práce některé podobné znaky, nicméně motivy postojů starostů se poměrně liší a závisí nejen na osobnosti a zkušenostech konkrétních starostů, ale také na situaci jednotlivých obcí např. vzhledem k úrovni jejich občanské vybavenosti nebo poloze v rámci dopravní sítě.This master thesis deals with problems of small municipalities and direct election of mayors. The problems of small municipalities are very important topic of the Czech academic discussion given the numbers of small municipalities in the Czech Republic. The direct election of mayors is a democratic innovation whose implementation in the Czech Republic has been discussed for a longer period of time. The aim of the thesis is to identify the attitudes of the mayors of specific municipalities in Vysočina region towards the problems of small municipalities and towards the direct election of mayors. Therefore the thesis tries to find out what are the attitudes of the mayors of specific municipalities towards the possible presence of the identified problems of small municipalities in their respective municipalities. Secondly, the thesis tries to find out what are the attitudes of mayors towards the possibility of implementation of direct election of mayors. Metodologically, the thesis is a case study because it deals only with specific municipalities in Vysočina region. The tool of semi-structured interviews with the mayors of specific municipalities is used to fulfil the aim of the thesis. The answers of the mayors to the questions set in the interviews are within the purview of the analysis compared. It follows from the analysis that the mayors of considered municipalities show some similarities in their attitudes towards both of the topics of the thesis. However, the motivations of these attitudes of mayors differ quite a lot. These motivations depend not only on the personality and experiences of single mayors but they are dependent for example also on the level of the public facilities in the specific municipalities and on the location of the municipalities in the transport network.
