Předložená dizertační práce představuje případovou studii, která se snaží zachytit nejdůležitější fenomény, jež poznamenaly tranzici Srbska. Hlavním cílem předložené práce je poskytnout vysvětlení procesů uvnitř Socialistické federativní republiky Jugoslávie, které umožnily Svazu komunistů Srbska, vedenému Slobodanem Miloševićem, uchovat si během těchto procesů svou velmi silnou, dominantní pozici a vysvětlit vítězství srbských postkomunistů ve volbách, které se uskutečnily v listopadu a prosinci 1990. Podoba Socialistické republiky Srbsko v rámci Socialistické federativní republiky Jugoslávie byla velice specifická. V jejím institucionálním rámci byly ustaveny dvě autonomní oblasti Kosovo a Vojvodina. Na konci 60. let a v polovině let 70. probíhaly decentralizační reformy. Během tohoto procesu byly pravomoci všech republik, společně s autonomními oblastmi, posilovány. Kosovo a Vojvodina byly následkem přijatých ústavních a politických reforem velmi nezávislé na republice Srbsko, jejíž instituce byly nuceny konzultovat a koordinovat svá rozhodnutí s orgány obou autonomních oblastí, které je mohly blokovat.The submitted thesis is a case study that deals with the most important problems of the Serbian transition from the Communist rule. The main goal of the thesis is to analyse why Serbian communists led by Slobodan Milošević maintained the power in this process and kept a dominant position in Serbia after the first elections held in November and December 1990. The possition of the Socialist Republic of Serbia during the existence of the Socialist Federal Republic of Yugoslavia was very unique. This was caused by the inistitutional frame of this republic; there were two authonomous provinces, Kosovo and Vojvodina. In the late 1960´s and mid 1970´s, Yugoslavia was highly decentralized, and during this process the possition of all republics, as well as both authonomous provinces, was strenghtened. As a result, both Kosovo and Vojvodina became quite independent on the decissions made by the common republican institutions. The Serbian republic institutions needed to consult and to coordinate a large scale of different agreements with both provinces being provided with a right of effective veta policy.
