Evropská regionální politika představuje v současnosti, po více než 50 letech svého vývoje, zhruba 35 procent celkového rozpočtu EU. V současnosti druhá nejrozsáhlejší politika prošla celou řadou reforem, které měly přímý dopad na její současnou strukturu. Tato diplomová práce bude zaměřena na klíčové aspekty rozvoje regionální politiky EU, přičemž hlavní důraz bude kladen na stěžejní mezníky, které ovlivnily rozvoj této politiky během jejího vzniku a hlavních reforem v letech 1988, 1993, 1999 a 2006. Teoretický rámec práce je zasazen do problematiky víceúrovňového vládnutí. Práce je vystavěna na hypotéze, která předpokládá, že rozvoj regionální politiky EU byl již od prvních integračních snah v 50. letech přímo ovlivňován politickým vyjednáváním a logikou kompenzace, která umožnila další integrační rozvoj a rozšíření ES/EU. Logika kompenzace omezila prostor pro prosazování přístupu víceúrovňového vládnutí, které by umožnilo zahrnout subnárodní aktéry do utváření politiky a procesu implementace. Tento směr vývoje vyvolal kritické reakce, které jsou zaměřeny především na otázku opodstatnění regionální politiky na evropské úrovni. Diplomová práce nabídne perspektivy budoucího rozvoje, které by vedly k navýšení přidané hodnoty, účinnosti a celkové legitimity regionální politiky EU.After more than 50 years of constant development, the European regional policy now amounts around 35 per cent of the EU Budget. As the second largest Community policy it has undergone a series of reforms with a direct impact on its current structure. This diploma thesis deals with the crucial aspects of the development of the policy, with the main focus on the critical junctures that influenced its development from the evolution, towards the main reforms of the policy in 1988, 1993, 1999 and 2006. Based on the theoretical framework of the multi-level governance, the thesis argues that the European regional policy has been directly influenced by the series of political bargaining already since the first integration attempts in the 1950s, towards an important compensatory mechanism that would allow for further integration and enlargement of the EC/EU. The compensatory logic limited the scope for the perspectives of multi-level governance and the inclusion of subnational level of actors into the policy-making and implementation processes within the policy. This direction of development has produced an overall scepticism about the policy rationale. The thesis will elaborate on the future perspectives of the policy in enhancing its added value, efficiency and the overall legitimacy for the Community regional policy.
