Diplomová práce se zabývá volebním systém do obcí v České republice. V teoretické části pracuje s proměnnými volebních systémů a s historickým vývojem obcí a komunálních volebních systémů v zemi. Následně se práce zabývá významem komunálních voleb a jeho významem pro občany. Analýza v prvé řadě zkoumá nedostatky současného systému a další proměnné, které ovlivňují jeho fungování. V poslední části práce se hodnotí návrhy na reformu volebního systému z řad politických představitelů, zájmových organizaci nebo akademické sféry. Hlavním analytickým výstupem je model volebního systému, který reflektuje nedostatky současného systému a snaží se je nahradit.This Diploma Thesis is focusing on the electoral system of municipal elections in the Czech Republic. The theoretical part describes variables of electoral systems and the historical development of municipal elections in the country. In the next part, the Thesis debates the overall significance of mentioned elections and their significance for citizens. The analysis focuses on the deficiencies of the current voting system and what is affecting it. Lastly, the Thesis evaluates various proposals coming from politicians, interest or social organizations, or academics. The primary analytic outcome is a model of a voting system, reflecting the deficiencies of the current voting system and tries to substitute or replace it.
