Tato práce je zaměřena na analýzu licenčních, technických a procesních možností publikování prostorových dat Katedry geoinformatiky UP a jejich následnou publikaci v prostředí internetu. V diplomové práci jsou podrobně popsána otevřená data včetně jejich řešení v České republice, v Evropě, ve výzkumu a na českých i zahraničních univerzitách. Dále je zde obsažen popis nejčastěji využívaných platforem pro publikaci otevřených dat, jako je CKAN, DKAN či ArcGIS Hub. Nezbytnou částí je analýza legislativních aspektů, ve které je popsáno autorské právo z hlediska publikace otevřených dat s důrazem na specifické univerzitní prostření v ČR a licenční možnosti publikace. Praktická část diplomové práce se dělí na tři okruhy. Prvním je výběr datových sad určených k publikaci, druhým je tvorba portálu a publikace dat a třetím je podrobný manuál k další publikaci dat a správě portálu a návod k výběru dat z legislativního hlediska včetně následného výběru licence. Pro účely výběru dat byl vytvořen soupis všech kvalifikačních prací, které byly na Katedře geoinformatiky UP obhájeny od roku 2013. Z tohoto soupisu byly následně v několika krocích vybrány datové sady. Kromě dat vytvořených v rámci kvalifikačních prací byly akademickými pracovníky vybrány datové sady vzniklé v rámci projektů nebo jako zaměstnanecká díla. Vybrané datové sady byly zpracovány pro účely publikace. Z možných katalogů otevřených dat bylo pro publikaci vybráno řešení ArcGIS Enterprise Sites. Nejprve byl vytvořen portál připravený k publikaci dat, do kterého byla postupně nahrána očištěná data a k nim doplněna metadata. Na základě této části byl vytvořen manuál pro správu portálu a další publikaci dat. Jedním z výstupů diplomové práce je také návod pro budoucí výběr datových sad k publikaci a doporučení pro jejich licencování. Vytvořený portál otevřených dat je dostupný na adrese: https://gislib.upol.cz/portal/apps/sites/#/opendata.This diploma thesis is focused on the analysis of licensing, technical and process possibilities of publishing spatial data created on the Department of Geoinformatics UP and their subsequent publication in the Internet environment. The diploma thesis describes in detail the open data including their solutions in the Czech Republic, in Europe, in research and at Czech and foreign universities. There is also a description of the most commonly used open data publishing platforms such as CKAN, DKAN or ArcGIS Hub. An important part is an analysis of legislative aspects, which describes copyright in terms of publishing open data with an emphasis on the specific university environment in the Czech Republic and the licensing possibilities of publication. The practical part of the thesis is divided into three parts. The first one is the selection of datasets that are supposed to be published, the second part is the creation of the portal and the publication of data, and the third part is a detailed manual for further management of the portal and instructions for data selection according to legislative aspects, including the subsequent selection of licenses. For data selection purposes a list of all theses that have been defended at the Department of Geoinformatics of UP since 2013 was created. Except of these data, data sets created as part of projects or as employee works were selected by academic staff. Selected datasets were processed for publication purposes. From the possible open data catalogs, a solution from Esri ArcGIS Enterprise Sites was chosen for the publication. First, the portal was created and prepared for data publishing, into which the processed data was gradually uploaded. To make the data usable by other users, detailed metadata had to be added to each data set. Based on this section, a manual for portal administration and further data publication was created. One of the outcomes of the thesis is also a guide for future selection of datasets for publication and recommendations for their licensing.
