Vypracovaná bakalářská práce se zabývá systémem sociální pomoci, zejména pomoci v hmotné nouzi, s akcentem na nový motivační nástroj, který byl do tohoto systému zaveden. Jedná se o institut veřejné služby, který má za úkol zaktivovat osoby dlouhodobě setrvávající ve stavu hmotné nouze, zachovat jejich pracovní dovednosti a zvýšit jejich podíl na produktivitě společnosti. V teoretické části se bakalářská práce zaměřuje na postavení státu v oblasti sociální politiky a poskytuje nástin systému sociálního zabezpečení v České republice. Jsou zde rovněž podrobně zpracovány a porovnány systémy sociální pomoci, které existovaly v České republice od roku 1991 doposud. V empirické části práce jsou analyzovány důsledky nově vzniklého motivačního nástroje pro jednotlivé občany.This Bachelor thesis is dealing with the system of the social help, especially with the help in material need, with the accent on the new motivational instrument which was implemented into this system. It is an Institute of Public Services whose goal is to encourage people who stay in the long term material need to preserve their employment skills and increase their portion on communities' performance. The theoretical part of the bachelor thesis is concentrating on the position of the State in social politics and provides an outline of the system of social security in the Czech Republic. In this part I also elaborate and compare in detail the systems of social need which existed in the Czech Republic since 1991 until now. In the empirical part of the study analyzed the consequences of the newly established motivational tool for individual citizens.
