Bakalářská práce se zabývá obecnými principy fungování obecní samosprávy v oblasti školství. Hledá kořeny vzájemných vazeb obecní samosprávy a školství v historickém vývoji, vymezuje její současné funkce v této oblasti vzhledem k samostatné i přenesené působnosti a studuje legislativní rámec těchto vazeb daný zejména školským zákonem č. 561/2004 Sb., o předškolním, základním, středním, vyšším odborném a jiném vzdělávání (školský zákon). Zabývá se obecnými rysy základního školství i konkrétními projevy fungování obecní samosprávy ve školství jediného vybraného středočeského regionu. Za důležitý prvek umožňující i obecní samosprávě podílet se na chodu škol jimi zřizovaných považuje tato práce instituci školských rad ustanovených dle platné legislativy. Školských rad se týká závěrečná část práce věnovaná vlastnímu dotazníkovému výzkumu, jehož výsledky reflektují, jak funkci školských rad vnímají jednak jejich členové, jednak ředitelé škol. Výsledky výzkumu jsou komentovány v závěru a detailněji shrnuty v grafické příloze.The bachelor's work is concerned with the general function principles of the local government in the sphere of the educational system. The work searches for the mutual linkage between the local government and the educational system in the historic development. The document limits it's nowadays functions in this sphere in respect of the independent as well as the delegated competency and it studies the legislative framework of these linkages existing particularly in the Collection of Law No. 561/2004 about the pre-school, elementary, high, advanced vocational and another education (the Law of Education). The work deals with the general items of the elementary school system and also the factual demonstration of the local government functioning at the educational system in the only one chosen Middle-Bohemian region. This work thinks of the Boards of Educations establishing by the valid law as a very important elements which can bring to the local governments more opportunity to participate in the running of the schools which are established by them. The last part of this work is related to the Boards of Educations and is also devoted to the questionnaire investigation. The questionnaire investigation outcomes reflect how the Boards of Educations are taken notice of its members as well as the headmasters. The issues of the research are comment at the end and they are summed detailed up in a graphics supplement.
