Téma bakalářské práce zní Historie a současnost územní veřejné správy. Při zpracování zvoleného tématu bylo nutné aplikovat metodu historickou v souvislosti popisem vývoje zkoumané oblasti a problematiky s ní spojené. Koncepce bakalářské práce sleduje historickou a logickou linii vývoje územní veřejné správy a oblasti, které do ní náleží, rozpracovanou v souladu s dostupnou odbornou tuzemskou literaturou. V úvodní kapitole je rozpracována obecná charakteristika veřejné správy a "spojeného modelu". V souladu s teoreticko-analytickými přístupy správní vědy je dále veřejná správa charakterizována v oblasti státní správy a samosprávy doplněná také pojednáním o koncepci samostatné a přenesené působnosti v rámci samosprávy jako takové. Historické části předchází stručná charakteristika právního rámce veřejné správy pojatá spíše jako úvod na související legislativy. Samotná historická část je primárně zaměřena na územní část veřejné správy. Kapitola čtvrtá poskytuje stručný pohled na reformu veřejné správy po roce 1989. Předposlední kapitola je věnována vzájemnému vztahu státní správy a samosprávy na úrovni územních samosprávných celků. V úzké závěrečné části bakalářské práce je použita komparativní metoda zejména s ohledem na nutnost částečného srovnání koncepce veřejné správy s další členskou zemí Evropské Unie, pro kterou byla použita situace ve Francii.The theme of the bachelor final thesis is the history and the present of the territorial administration. At the process of the chosen topic it was necessary to apply a historic method in connection with the description of the progress of investigated area and problems connected with it. The conception of the bachelor thesis studies the historical and logical line of the territorial administration progress and the progress of the area which pertains to that. It was elaborated in accordance with the approachable inland literature. In the opening chapter there are elaborated general features of the territorial administration and the "united model" of it. In accordance with theoretic-analytical approaches of the administrative science is then the territorial administration characterized in the area of state administration and self-administration supplemented with a disquisition about the conception of separate and assigned field of activity in the framework of the self-administration. A brief characteristic of the legal framework, which is meant rather as an introduction for the legislature power connected with it, precedes the historical parts. The historical part itself is primary aimed at the territorial part of the administration. The fourth chapter purveys a brief view of the territorial administration reformation. The penultimate chapter is devoted to mutual relation between the territorial administration and the self-administration on the level of the state administration units. In the closing part of the bachelor thesis there is used a comparative method particularly with respect to the necessity of partial comparison the conception of territorial administration to the conception of a member country of the European Union. There was used a situation in France.
