Ve své diplomové práci se snažím obsáhnout komplexní problematiku extremismu, rasismu a z něj plynoucích rasově motivovaných trestných činů. Důraz je rovněž kladen na legislativní vývoj, který čtenáři pomůže osvětlit dřívější nedostatky právní úpravy. Snahou autora je nalézt nedostatky současné právní úpravy a vyhledat inspiraci v zahraničí.Extremismus se začal více projevovat po roce 1989, kdy padl komunismus. Občanská práva a svobody byla od té doby některými skupinami obyvatel zneužívána. Nejčastěji se jednalo o extremisty. Ti se staví do opozice především vůči Romům, cizincům, bezdomovcům a homosexuálům. Nabízejí jednoduchá, ale radikální řešení a dokonce se nebojí prosazovat svůj program i prostřednictvím násilí. Jejich podpora ve společnosti roste díky zvyšující se chudobě a nezaměstnanosti. Za účelem legalizace své činnosti se snaží získat společnost na svou stranu. Extrémistické akce jsou stává vyhrocenější. Demonstrace přerůstají do fyzických útoků proti ideologickým nepřátelům. Extremismu je nebezpečný především pro svůj nárůst podpory ve společnosti. Představa totálního vymícení extremismu a rasistických myšlenek je utopií. Snaha o jeho redukci nebo alespoň co největší zmírnění jeho následků je vhodná. Integrace Romů do české společnosti by mohla situaci výrazně zlepšit. Nutností je ale očistit společnost od rasistických a xenofobních názorů. Pro efektivnějšímu postup orgánů činných v trestním řízení je možné se inspirovat v USA. Například používáním pojmu "trestné činy z nenávisti" na místo pojmu "trestné činy rasově motivované". Podle vzoru SRN můžeme upravit zákaz nástupnických organizací.Tyto všechny prostředky však budou neúčinné, pokud sama společnost nezakročí proti extrémistům aktivně.In my graduation theses I attempt to complete the issue of extremism, racism and the resulting racially motivated crimes. Emphasis is also placed on the legislative developments that will help readers clarify the earlier lack of regulations. The author tried to find shortcomings of current legislation and seek inspiration from abroad. Extremism has been increasingly manifested after the fall of communism in 1989. Civil rights and freedoms has since been abused by certain groups of people since then. Most often they were extremists. They opposes particularly against the Roma, foreigners, homosexuals and homeless. They offer a simple but radical solution and even promote their program through violence. Their support in society is rising due to increasing poverty and unemployment. For the purpose of legalizing their activities they are trying to acquire the company over to his side. Extreme events are becoming escalating. Demonstrations are transformed into physical attacks against ideological enemies. Extremism is dangerous, especially because of their increasing support in society. The concept of total eradication of extremism and racist ideas is a utopia. Efforts to reduce or at least the greatest mitigation of its consequences is appropriate. Integration of Roma into Czech society could significantly improve the situation. But it is a necessity to purify society of racist and xenophobic views. For a more efficient procedure bodies active in criminal proceedings is possible to inspire the U.S. For example using the term "hate crime" instead of the term " racially motivated crimes." Following the model of Germany, we can modify the ban successor organizations. All these wherewithal will be ineffective if the society itself does not intervene actively against the extremists.
