Pro zpracování mé diplomové práce jsem si vybrala téma Evropská měnová unie a Česká republika, jejímž cílem je poskytnout přehled o tom, jak daleko je Česká republika v přípravách na vstup do eurozóny. Ve své diplomové práci jsem se zabývala vztahem České republiky k Evropské měnové unii. Základním předmětem mého bádání byla právní otázka přistoupení České republiky mezi země užívající měnu euro. Na začátku své práce jsem nejprve vymezila pojem hospodářská a měnová unie, dále jsem přiblížila vznik eurozóny a zavedení hotovostního eura. Značnou část své práce jsem věnovala právním základům této měnové unie a společné měny, kde jsem popsala právní základ hospodářskopolitický, měnový a institucionální. V další části jsem se zabývala společnou měnou euro, kde jsem jen stručně zmínila jeho historii, dále právní zakotvení eura, obvyklé fáze procesu přijetí této měny a nakonec transpozici do práva členských států. Stěžejní část mé práce se týkala podmínek, za kterých stát může tuto měnu přijmout, což jsou tzv. maastrichtská konvergenční kritéria. Nejprve jsem obecně vymezila, která kritéria to jsou, a poté jsem přistoupila k jejich interpretaci. Uvedla jsem i způsob jejich stanovování a jejich oprávněnost a vhodnost. Důležitou částí je také konstatování fáze, ve které se Česká republika nachází a dále aspekty, které opravňují nebo naopak ještě brání v přijetí této měny, tedy vyhodnocení plnění maastrichtských kritérií. V samostatné kapitole jsem pak shrnula názory na vhodnost a nevhodnost přijetí jednotné měny Českou republikou. V poslední části své práce jsem se zaměřila na změny právní úpravy, které je nutné v souvislosti se zavedením eura provést a také vliv přijetí jednotné měny na Českou národní banku.I have chosen the theme for my dissertation as European Monetary Union and the Czech Republic, which aims to provide an overview of how far the Czech Republic's preparations for eurozone are. In my work I have been dealing with the accession process of Czech Republic to the European Monetary Union. The basic objective of this research is to clarify the legal question through the accession of the Czech Republic among other countries that adopted the euro as official currency while meeting certain monetary and budgetary requirements. In the first part of this study, I have defined the concept of economic and monetary union, as I approached the creation of the euro area and the introduction of euro currency as sole legal tender. Basic focus of this work is to concentrate on the legal foundations of European Monetary Union and euro as the common currency. Therefore, I have described the legal structure of economic and fiscal policy through the accession process. The next part dealt with the formation of the euro as the common currency while explaining the historical background of the legal establishment of the euro, the normal phase of the process of adopting the currency, and finally the adoption for national law, monetary and fiscal policy. Another essential part of this work is to analyze the legal conditions under which the Member States may accept currency, which is known as the Maastricht convergence criteria. In other words, after giving information about the definitions of those criterions, I have discussed the compatibility of the establishment and eligibility of this process through Czech Republic. Through the research findings, it is emphasized the fundamental situation of the Czech Republic and further aspects, authorizing, or conversely not impede the adoption of euro currency as a European Union member state to evaluate compliance with the Maastricht criteria. Next chapter then summarizes the views on the appropriateness and inappropriateness of adopting the single currency of the Czech Republic. In the last part of my work, I focused on the transformation in legislation, which is necessary in connection with the introduction of the euro carried out and the effect of adopting the single currency of the Czech Central Bank.
