Cílem diplomové práce je analyzovat státní politiku zaměstnanosti v České republice, především pak politiku zaměstnanosti po vstupu ČR do EU, tedy od roku 2004. Práce mapuje aktivní a pasivní politiku zaměstnanosti v ČR a analyzuje i to, jak se změnila politika zaměstnanosti v souvislosti se vstupem země do EU. Práce obsahuje definici základních pojmů, krátkou genezi státní politiky zaměstnanosti od 2. světové války, charakteristiku podstatných právních předpisů na národní, mezinárodní a komunitární úrovni. Dále práce obsahuje tři stěžejní části. První část se věnuje nástrojům aktivní politiky zaměstnanosti. Druhá část se zabývá pasivní politikou zaměstnanosti, především dávkami a podporou v nezaměstnanosti. Třetí část vysvětluje problematiku nezaměstnanosti. V této části je obsažena i klasifikace různých druhů nezaměstnanosti a rizikové skupiny nezaměstnaných. Závěr práce je věnován institucím, které zabezpečují politiku zaměstnanosti, judikatuře v oblasti politiky zaměstnanosti a podnětům de lege ferenda. Poslední kapitola práce obsahuje srovnání právní úpravy aktivní politiky zaměstnanosti ČR a Spojeného království Velké Británie a Severního Irska a dále pak komparaci aktivní politiky zaměstnanosti ČR a Irska. V přílohách práce jsou zpracována data ve formě několika grafů o míře zaměstnanosti v Evropské unii v roce 2009 a dále pak o růstu, resp. poklesu nezaměstnanosti v ČR v letech 2004 - 2009.The goal of my diploma thesis was to analyze the state politics of employment in the Czech Republic. I focused mostly on employment politics after the accession of the Czech Republic to the EU in 2004. My thesis sums up active and passive politics of employment in the CR and analyzes how the employment politics has changed in connection with the accession of our country to the EU. My diploma thesis includes definitions of basic terms, a short genesis of the state employment politics since the Second World War, characteristics of the essential legislation at national, international and community level. My thesis contains three main fundamental parts. The first part goes in for instruments of the active employment politics. The second part deals with the passive politics of employment and first of all there are mentioned employment benefits and employment relieves. The third part explains some problems of unemployment. In this part there is involved a diagnosis of the different kinds of unemployment and risk groups of jobless people. The final part of my thesis deals with organizations that insure the politics of employment, judicature in the field of employment politics and stimuli de lege ferenda. The last chapter includes comparison of the legal form of active employment politics in the Czech Republic and United Kingdom of Great Britain and Northern Ireland and comparison of the legal form of the active politics in the Czech Republic and Ireland. In the appendix of my thesis there are processed data in the form of several diagrams describing employment rate in the EU in 2009 and there are also processed data that deals with growing or rather declining unemployment in the Czech Republic in 2004 - 2009.
