Předmětem bakalářské práce je vznik, vývoj a současný stav institucí veřejné správy. Během staletí prošla veřejná správa řadou změn. Původně se jednalo o výkon správy pro panovníka. Později se rozvíjela správa i v jednotlivých městech. Měnily se také orgány, které vykonávaly správní činnost. Důležitým prvkem změn bylo také územní členění státu. Zajímavé je sledování změn na příkladech obcí. Někdy vývoj stagnoval, v jiném období byl překotný. Vyskytly se také změny nebo návrhy změn, které byly regresivní. Nejzajímavějším obdobím je pro nás posledních dvacet let. V této době prošla veřejná správa řadou změn. Mnoha těchto změn je přínosem především pro adresáty veřejné správy. Důležitým úhlem pohledu je také názor pracovníka veřejné správy. Pracovníci veřejné správy jsou často vnímáni jako nepřátelé občanů. Někdy ale nemohou občanům vyhovět, protože jim to neumožňuje zákon. Často jsou novinky ve veřejné správě dobrým nápadem, který ale má při startu řadu problémů. Přesto veřejná správa urazila velký kus cesty ve svém vývoji.The subject of my thesis is the ?Establishment, development and current state of public institutions?. During the centuries passed the public institutions with o lot of changes. It was the matter achievement of administration for the monarch. Later, the administration also developed various cities. The authorities, that were executing the administrative working, were changing too. The important part of changes was the territorial division of state. It was interesting to watch the changes on the example of municipalities. The development was sometimes stagnating and sometimes was precipitous. There were some changes or suggestions of changes that was regressive. For us is the most interesting period the last 20 years. In this time passed the public institutions a lot of changes. A big part of these changes is positive for the addressee of public institutions. The important angle is the opinion of the public institutions worker. Often are perceived the public institutions workers like the enemies of citizens. The public institutions workers sometimes cannot help the citizens, because they cannot to do it in the accord of law. Often are the novelties in public institutions a good idea but this idea has got a lot of problem at the beginning. Nevertheless we can say that the public institutions covered a big part of the development journey.
