Hlavním cílem práce bylo získat informace o vlivech na úspěšnost zisku dotací ze strukturálních fondů Evropské unie v následujících krajích ČR: Pardubickém kraji a kraji Vysočina. Základem práce je objasnění hypotézy, zda jedním z důležitých faktorů při úspěšnosti zisku dotací může být kvalita místních regionálních rozvojových agentur, které ve své činnosti poskytují podporu žadatelům o dotace a následně i konečným příjemcům. Na základě předběžného průzkumu regionálních rozvojových agentur v ČR byly vybrány následující dvě agentury: Regionální rozvojová agentura Pardubického kraje a Regionální rozvojová agentura Vysočina. Pří výběru byly hodnoceny podobné či porovnatelné výchozí podmínky zvolených agentur, zejména co se týká právní formy agentur, zakladatelů či zřizovatelů a způsobu financování. Celkové zhodnocení analýzy vyznívá následovně: Kvalita místních regionálních rozvojových agentur představuje důležitý faktor při úspěšnosti zisku dotací ze strukturálních fondů EU pouze v případě, kdy se agentury podílí na regionálním rozvoji spolu s krajskou samosprávou, která představuje silného politického partnera pro úspěšné plnění poslání a cílů agentur. Na konkrétním příkladu zkoumaných agentur bylo dokázáno, že spolupráce RRA Pardubického kraje s krajskou samosprávou poskytuje agentuře ?otevřené dveře? k zapojení se do rozvojových strategií daného regionu a následně k vytvoření projektů pomáhajících k rozvoji regionu. Vypracované projekty mají větší finanční objem i územní působnost. Na druhou stanu se RRA Vysočina zapojila do rozvojových strategií zejména na lokální úrovni, jenž měla za následek menší podíl na získaných dotacích v rámci celého regionu. Tento stav však mnohdy nemohou agentury svým chováním ovlivnit. V případě kraje Vysočina se jedná o dlouhodobý problém nekooperace s krajem, který sice stál při zrodu agentury, avšak později s agenturou přestal spolupracovat, jak finančně tak prakticky.The main aim the thesis was obtain information about the effects on the the success of profits from the Structural Funds of the European Union in the following regions: Pardubice and Vysočina. The basis of this work is to clarify the hypothesis that one important factor in the success of income subsidies may be the quality of the local regional development agencies in its activities providing support to applicants for grants and then the ultimate beneficiaries. Based on a preliminary research regional development agencies in the CR were selected following two agencies: the Regional Development Agency of the Pardubice Region and the Regional Development Agency of Vysočina. On the other tent, RRA Vysočina involved in developing strategies, especially at the local level, which resulted in a smaller share of the subsidies received across the region. This situation, however, often can not control their behavior Agency.
