V disertační práci se zabývám problematikou veřejné správy na území vojenských újezdů. Vojenské újezdy jsou zvláštní prostory, které slouží zejm. k výcviku ozbrojených sil. V minulosti ve vojenských újezdech mohli bydlet civilisté. Disertační práce je rozdělena do tří tematických celků. První část se vztahuje k historii vojenských újezdů. Zabývá se předchůdci současných vojenských újezdů a jejich právní úpravou. Zkoumám období za II. svět. války, období zakládání vojenských újezdů, jejich provoz a období pobytu vojsk Sovětského svazu v Československu. Ve druhé části zkoumám ústavněprávní a správní aspekty vojenských újezdů. Vycházím především z ústavního pořádku. Vojenské újezdy spadají z hlediska ústavy pod obranu. Věnuji se problematice zakládání, změny a rušení vojenského újezdu. Zkoumám absenci samosprávy na území vojenských újezdů, zařazení vojenských újezdů do územněsprávního členění státu. Jednu kapitolu věnuji omezení základních práv na území vojenských újezdů. Konkrétně se jedná o omezení vlastnických práv, práva podnikání, svobody pobytu a svobody pohybu. Dále zkoumám problematiku pobytu ozbrojených sil cizích států na území vojenských újezdů. Třetí část se zabývá správní činností na území vojenských újezdů. Zjišťuji povahu veřejné správy, její působnost a vykonavatele. Zvláštní pozornost věnuji újezdním úřadům. V práci se zabývám formami činnosti veřejné správy na území vojenských újezdů. Zkoumám vliv normotvorby, zabývám se správními akty, zkoumám opatření obecné povahy. Zjišťuji možnosti uzavírání veřejnoprávních smluv při správě vojenských újezdů. Zmiňuji i další formy veřejné správy na území vojenských újezdů.In my dissertation, I deal with the issue of public governance in the military training areas. The Military training areas are special territories which are primarly used for the training of the armed forces. The civilians could live there in the past. I divided the dissertation into three thematic parts. The first part is about the history the military training areas. I deal with previous facilities of the current military training areas. I researched the period after the WWII, the establishment and operation of the military training areas and the period of permanent garrisonation of Soviet army. In the second part I deal with the constitutional and administrative aspects of the military training areas. I concerned especially on the czech constitutional order. The military training areas belong to defence of the state out of the constitutional viewpoint. I deal with the issue of establishing, changing and canceling the military training areas. I search the absence of self-governance in the military training areas, the inclusion of the military training areas into the territorial division of the state. One chapter is focused on the limitation of fundamental rights in the military training areas. It is dealed concretely with the limitation of property rights, business rights, freedom of residence and freedom of movement. The I also search the issue of the residence of the foreign armies in the military training areas. The third part deals with the administrative activities the military training areas. I found out the character of the public governance, the authority and executors. I pay special attention to the offices of the military training areas. I search the influence of the regulation, I deal with the measures of a general scope. I investigate the possibilities of the the public contracts in the administration of the military training areas. I also deal with other forms of public administration in the military training areas.
