Cílem této bakalářské práce je uvést čtenáře do problematiky měření výkonu krajských vlád a nalezení faktorů, které výkon krajských vlád ovlivňují v České republice. V teoretické části této práce jsou uvedeny rozdílné teoretické přístupy k měření výkonu regionálních vlád v zahraničí i v České republice a představení možných proměnných, které rozdíly ve výkonech krajských vlád ovlivňují. Za tyto možné proměnné jsou identifikovány lidský, sociální a ekonomický kapitál. Hypotézou, kterou se tato práce snaží ověřit, je, že výkony českých krajských vlád jsou v pozitivních kauzálních vztazích s uvedenými druhy kapitálu. Tato hypotéza je testovaná v metodologické části práce, ve které je také vyvrácena. Podle zjištění, ke kterým tato práce došla, je výkon českých krajských vlád v signifikantním vztahu pouze s kapitálem ekonomickým. Avšak i tato korelace se prokázala býti příliš slabou na to, aby se tento vztah dal označit za kauzální. Otázka, co způsobuje rozdíly mezi výkony krajských vlád, tedy zůstává nadále otevřena.The aim of this bachelor thesis is to introduce the reader to the issue of measuring the performance of regional governments and finding the factors that affect the performance of regional governments in the Czech Republic. The theoretical part of this work presents different theoretical approaches to measuring the performance of regional governments in the Czech Republic and abroad, and the introduction of possible variables that affect the differences in the performance of regional governments. Human, social and economic capital are identified as these possible variables. The hypothesis that this work tries to verify is that the performance of Czech regional governments is in a positive causal relationship with these types of capital. This hypothesis is tested in the methodological part of the work, in which it is also refuted. According to the findings of this work, the performance of Czech regional governments is in a significant relationship only with economic capital. However, even this correlation proved to be too weak for this relationship to be described as causal. The question of what causes differences in the performance of regional governments therefore remains unanswered.
