Problematika lidských práv se v průběhu posledních třech desetiletí zařadila mezi stěžejní témata mezinárodních vztahů. Objektem výzkumu předložené bakalářské práce je v odborné literatuře doposud nepříliš frekventované téma míry aktivismu států na půdě Rady OSN pro lidská práva. Práce primárně zkoumá aktivitu České republiky v rámci prvních dvou let jejího v pořadí třetího členství v Radě a sekundárně se zaměřuje i na aktivitu vybraných států, které budou použity pro účely následné komparace. Práce v teoretické části seznamuje čtenáře s historickými i současnými východisky lidskoprávní dimenze zahraniční politiky jakožto jednoho z pilířů české zahraniční politiky. Druhá polovina teoretického bloku přibližuje historický vývoj mezinárodního lidskoprávního systému a objasňuje fungování Rady představující vrchol zmíněného systému. Za použití kvantitativních metod se práce ve své analytické části soustředí na měření aktivity ČR a vybraných států skrze stanovené indikátory. Následná analýza míry aktivity srovnává výkon ČR s výkonem vybraných členských států OSN z regionální skupiny WEOG a EEG. Závěr práce na základě analýzy a komparace naměřených dat ověřuje stanovenou hypotézu, zda se důležitost lidskoprávní tématiky pro zahraniční politiku ČR projevuje nadprůměrnou aktivitou v rámci regionální skupiny EEG, jejíž je členem, a zároveň se svou aktivitou řadí mezi státy skupiny WEOG.Human rights issues have become the main subject of international relations during the last three decades. The subject of the presented bachelor thesis is still a marginal topic of the states' activism in the United Nations Human Rights Council. The thesis first studies the activity of the Czech Republic in course of the first two years of its third HRC membership and then examines the activity of selected states, which will serve as foundation for later comparison. In its theoretical part, the thesis presents the historical and contemporary foundations of the human rights dimension of the Czech foreign policy as one of the main pillars of the Czech foreign policy as whole. Furthermore, the theoretical part describes the development of the international human rights system and casts light on the operation of its key body, the HRC. In its analytical part, the thesis takes an advantage of quantitative research methods and focuses on measuring activity of the Czech Republic and selected states by a set of defined indicators. Following analysis of measured activity compares the performance of the Czech Republic with performances of selected states from two UN regional groups, WEOG and EEG. In the closing part, the thesis verifies the hypothesis, whether the importance of human rights dimension for the Czech foreign policy is expressed through exceptional activity within EEG and is comparable with the activity of WEOG states at the same time, on the basis of previous analysis and comparison of the measured data.
