Předložená práce analyzuje crisis management Evropské rady v post-lisabonském období. Crisis management autor definuje jako schopnost Evropské rady řešit krize, zejména najít v časovém tlaku konsensus mezi členskými státy ohledně společného postupu. K dosažení cíle práce byla využita metoda kvalitativního výzkumu, případová studie. Případovou studií je proces crisis managementu Evropské rady. Jako dva zkoumané případy autor zvolil dluhovou krizi a migrační krizi. Práce je rozdělena do tří kapitol. První kapitola slouží jako teoretický rámec práce. Pro reflexi centrální role Evropské rady během řešení krizí zvolil autor teorii liberálního intergovernmentalismu, nového intergovernmentalismu a deliberativního intergovernmentalismu, jež poskytly hodnotná vodítka pro studium crisis managementu. Druhá kapitola se zabývá změnami ve fungování Evropské rady, které přinesla Lisabonská smlouva a které implikují její lepší schopnost řešit krize. Crisis management Evropské rady ve dvou vybraných krizích je analyzován ve třetí kapitole. Autor zde zkoumá, jaký vliv měla na crisis management Evropské rady vnitřní mocenská dynamika mezi členskými státy, identifikuje konkrétní pracovní metody a nástroje crisis managementu, které Evropská rada využila, a nakonec analyzuje osobní roli stálého předsedy Evropské rady při řešení jednotlivých krizí. Práce tak přispívá k doplnění mezery ve výzkumu Evropské rady a její role v řešení krizí.This bachelor thesis strives to analyse European Council's crisis management in the post-lisbon period. For the purpose of this thesis the author defines crisis management as the ability of the European Council to solve crises, above all by forging consensus on common solution among member states under time pressure. For the purpose of analysing European Council's crisis management the author conducted a case study, using the sovereign debt crisis and migration crisis as two cases. This thesis is structured as follows. The first chapter provides a theoretical framework for the thesis. In order to explain the central role of the European Council during crises, the author chose the theories of liberal intergovernmentalism, new intergovernmentalism and deliberative intergovernmenalism, which provide valuable clues for the study of crisis management. The second chapter illuminates the changes which the Lisbon treaty introduced for the functioning of the European Council, implying its better ability to solve crises. The aim of the third chapter is to investigate European Council's crisis management in the two crises mentioned above. The author analyses the dynamics of power between member states and its impact on European Council's crisis management. Futhermore, the chapter identifies particular working methods and tools of crisis management the European Council made use of. Last but not least, the personal role of the European Council's president in solving the crises is analysed. Therefore, the thesis contributes to filling the gap in scientific research of Europan Council's role in managing crises.
