Tématem diplomové práce je analýza role Evropské unie jako aktéra globální environmentální politiky. Cílem práce je na základě teoretického rámce pro analýzu aktérství EU Charlotte Bretherton a Johna Voglera identifikovat a analyzovat faktory, jenž vedly ke zpochybnění role EU jako environmentálního lídra v r. 2009 a následně k transformaci přístupu EU k mezinárodním environmentálním jednáním. Dalším cílem práce je systematický popis vývoje teoretických přístupů k analýze mezinárodního aktérství ES/EU. Diplomová práce se dělí do tří hlavních kapitol. První kapitola pokrývá teoretickou část práce a zaměřuje se na systematizaci vývoje teoretických přístupů k analýze aktérství ES/EU od prvních pokusů teoreticky definovat aktéra na základě legálních předpokladů a jeho interního nastavení v 70. letech, až po dnešní komplexní teoretické rámce, které při analýze aktérství kombinují interní natavení aktéra, externí kontext a vzájemnou interakci mezi aktéry. Analytická část práce je rozdělena mezi druhou a třetí kapitolu. Druhá kapitola analyzuje vývoj mezinárodního aktérství ES/EU v oblasti environmentální politiky z pozice opozdilce v 70. let do r. 2008/2009, kdy byla EU uznávána jako environmentální vzor a lídr environmentální diplomacie. Třetí kapitola vychází z výstupů druhé kapitoly a zaměřuje se na identifikaci a analýzu faktorů, jež vedly ke změně vnímání pozice EU jako lídra environmentální diplomacie po r. 2009 a ovlivnily současné vnímání role EU v oblasti globální environmentální politiky.The topic of the thesis is the analysis of the role of the European Union as an actor of global environmental policy. The main goal of the thesis is to identify and analyze the factors which led to questioning the EU's role as an environmental leader in 2009 and transformation of the EU's approach to international environmental negotiations. The thesis use the theoretical framework for the analysis of actorness of the EU from Charlotte Bretherton and John Vogler. Another aim of the thesis is a systematic description of the development of theoretical approaches to the analysis of actorness of the EC/EU. The thesis is divided into three main chapters. The first chapter covers the theoretical part of the thesis and focuses on the systematic description of the development of theoretical approaches to the analysis of actorness of the EC/EU - from the first attempts to theoretically define the actor on the basis of legal assumptions and its internal settings in the 1970s, to the complex theoretical frameworks which combine the internal setting of the actor, the external context as well as the interaction between the actors which we know today. The analytical part is divided between the second and third chapter. The second chapter analyzes the development of the EC / EU international actorness in the field of environmental policy from its laggard position in the 1970s to 2009, when the EU was recognized as an environmental model and the leader of environmental diplomacy. The third chapter is based on the outcomes of the second chapter and focuses on identifying and analyzing the factors that led to a change in the perception of the EU as a leader of environmental diplomacy after 2009 and led to the current perception of the EU role in global environmental policy.
