Předmětem bakalářské práce je posouzení činnosti evropského ombudsmana a historie vzniku úřadu. Zaměřuje se na mechanismus šetření vymezených oblastí, popis průběhu a podmínek nutných pro uzavření případu a přínosu v potřebnosti ochrany lidských práv v současnosti. Institut ombudsmana má pomoci přiblížení Evropské unie lidem, podmínkou je dobrá správa a ochrana občanů před nespravedlivým jednáním ze strany orgánů, institucí, úřadů nebo agentur a jiných subjektů v Unii. Rozsahem působnosti a pravomocí je institut specifický a odlišný od národních ochránců práv v zemích EU. Posouzení konkrétních případů má ukázat práci institutu a závěr jeho šetření dopad na zlepšení přístupu evropských organizací a komunikaci s občany. Vybrané statistické údaje za dobu působení Emily O'Reilly v čele úřadu jsou ukazatelem přístupu k ochraně lidských práv a souvisí s mediální viditelností a informovaností.This thesis focuses on the European ombudsman's activities and the history of the formation. It also deals with the mechanism of investigation of the defined areas, a description of the process and the necessary conditions to closure the cases and its contribution in protection of the civil rights of the EU citizens at present. The Institution of the Ombudsman should help to bring the EU closer to the people, however this includes the good administration and the protection from unjust actions of the EU institutions, bodies, offices or agencies and other subjects. It is important to say that the European ombudsman is specific and different in his powers from the national ombudsmen in the European countries. The assessment of specific cases is intended to show the work of the Ombudsman. The conclusion of its enquiry proves the better communication access of the EU towards the citizens. The selected statistical data for the period of the Emily O'Reilly as a head of the Ombudsman shows the concrete indicator of the protection of civil rights and it relates with the media mentions and awareness.
