Diplomová práce je zaměřena na analýzu vzdělávacích potřeb příslušníků Hasičského záchranného sboru Olomouckého kraje a představitelů obcí v oblasti krizové komunikace. Zabývá se analýzou vzdělávacích potřeb v oblasti krizové komunikace u příslušníků krajského operačního a informačního střediska a v rámci vnější komunikace u představitelů obcí. V práci jsou shromážděny teoretické poznatky o procesu analýzy vzdělávacích potřeb a o procesu krizové komunikace. Je zde vysvětleno, jakým způsobem probíhá proces analýzy vzdělávacích potřeb a komunikace při mimořádné události uvnitř i vně Hasičského záchranného sboru Olomouckého kraje. Práce řeší vzdělávání příslušníků krajského operačního a informačního střediska a odbornou přípravu starostů obcí v oblasti krizové komunikace. Cílem práce je posoudit stávající stav osnov kurzů odborné přípravy příslušníků Hasičského záchranného sboru České republiky a definovat témata z oblasti krizové komunikace, která nejsou zahrnuta ve stávajících osnovách. Dalším cílem práce je analyzovat důvody nízké účasti starostů obcí a měst na odborné přípravě, kterou v souladu s platnými právními předpisy organizuje Hasičský záchranný sbor Olomouckého kraje.The diploma thesis focuses on the analysis of training needs of the Fire and Rescue Service of Olomouc Region members and of the municipal officials in crisis communication. The thesis deals with the training needs in crisis communication among members of the Regional Operational and Information Centre and among the municipal officials under the terms of external communication. The thesis gathers theoretical knowledge about the process of training needs analysis and the process of crisis communication. Explained herein how the process of training needs analysis and communication during emergencies inside and outside of the Fire and Rescue Service of Olomouc region is going on. The thesis addresses the training of the Regional Operational and Information Centre members and professional training in crisis communication of mayors. The aim of thesis is to assess the existing curriculum of training courses for members of Fire Rescue Service of the Czech Republic and define the topics concerning to crisis communications, which are not included in the existing curriculum. Another aim is to analyze the reasons for the low participation of the mayors in the education seminars, which organize the Fire Brigade of Olomouc Region in accordance with applicable laws.
