Spolu so vstupom do EÚ a aplikáciou regionálnej politiky vyvstala otázka role samosprávnych celkov v implementácii štrukturálnych fondov. Implementačná štruktúra operačných programov sa líšila vo vzťahu k princípom decentralizácie v priebehu všetkých období. Cieľom práce je analyzovať inštitucionálne nastavenie implementácie v súčasne všetkých troch programových obdobiach na regionálnej úrovni a zdôvodniť premeny týchto tendencií. Bakalárska diplomová práca sa delí na tri kapitoly. Súčasťou prvej kapitoly je analýza postavenia samosprávnych krajov v oblasti implementácie SROP. Druhá kapitola približuje posilnenú rolu regionálnych aktérov v druhom programovom období, ktorá sa prejavila v administrácii ROP. Obsahom tretej kapitoly je predstavenie implementačnej štruktúry IROP a súčasnej politickej debaty o účinnosti nastavenia implementácie na regionálnej a centrálnej úrovni. Na základe zistených informácií bolo možné zodpovedať na úvodom stanovené výskumné otázky.Together with the accession to the EU and the application of the regional policy, the question about the role of regional governments in implementation of structural funds has arisen. An implementation structure of operational programs varied in relation to the principle of decentralization throughout periods. The aim of the work is to analyse the institutional implementation simultaneously in all programme periods on the regional level and justify transitions of these trends. Bachelor thesis is divided into three chapters. The analysis of the status of autonomous regions in implementation of JROP forms first chapter. The second chapter presents an enhanced role of regional actors in the second programme period, which has been reflected in the administration of ROP. The third chapter reveals an implementation structure of IROP and the current political debate about the effectiveness of the implementation on both regional and central level. Based on the information gathered, the research questions could be successfully answered.
