Bakalářská práce na téma Starosta v českém obecním zřízení je zaměřena právní postavení starosty obce. Práce je rozdělena do tří kapitol. V první kapitole je vymezena územní samospráva, její ústavní a zákonné zakotvení. Specifikuje také jednotlivé orgány obce. Druhá kapitola se týká starosty obce a je nejrozsáhlejší. Úvodní část je věnována historickému exkurzu, který navazuje na funkci starosty jako obecního orgánu. Jsou zde rozebrány jeho hlavní pravomoci dle zákona o obcích, odpovědnost starosty i střet zájmů. V poslední kapitole je provedena komparace přímé volby starostů v jednotlivých evropských zemích a je zde nastíněn pohled de lege ferenda na českou právní úpravu přímé volby starostů. Cílem bakalářské práce je zpracování aktuální právní problematiky a poskytnutí celkového pohledu na tento orgán obce.The bachelor's thesis, entitled Mayor within the Czech municipal government, focuses on the legal position of a mayor. The thesis is divided into three chapters. The first chapter deals with the territorial self-government and its definitions within the Czech constitutional as well as legal acts. Furthermore, individual organs of a municipality are specified in this chapter. The second chapter, which is also the longest, deals with the topic of the mayor. The introduction to this chapter is dedicated to the historical background related to the post of mayor as a municipal authority. Subsequently, mayor's major powers given by the Municipal Law, his or her responsibilities and conflict of interest are all discussed. In the final chapter, a comparison of the direct election of the mayors in the individual European countries is made and a de lege ferenda point of view of the Czech legal arrangements of the direct election of mayors is also outlined. The main goal of this thesis is to describe the recent legal issues and to provide a general view of this municipal authority.
