Diplomová práce analyzuje efektivnost horní komory Parlamentu České republiky. Analýza probíhá na základě čtyř vybraných variant měření efektivnosti v rámci šesti funkčních období Senátu - od roku 2000 do roku 2012. V rámci první varianty je zkoumána efektivita Senátu za funkční období a hodnota skóre nezávisí jen na efektivitě Senátu, ale také na množství projednávaných zákonů. K odstranění vlivu Poslanecké sněmovny na skóre efektivity je využito druhé kritérium, které vyjadřuje, jak se Senát prosazuje nezávisle na množství zákonů. Poslední dvě varianty sledují efektivitu Senátu, pokud se rozhodl využít svých pravomocí a připomínkovat či zamítnout návrh zákona. Kritéria jsou nastavena tak, aby efektivita přímo nesouvisela s činností Poslanecké sněmovny. Výsledné hodnoty jednotlivých měření jsou následně porovnány a je analyzováno jaká je efektivita Senátu v rámci různých období a zda má složení komor Parlamentu vliv na efektivitu Senátu.The thesis analyses the effectiveness of the Upper Chamber of Parliament of the Czech Republic. The analyses is based on four different variants of measurement of effectiveness during six different terms of the Senate - since 2000 to 2012. The first variant of measurement is exploring the effectiveness of the Senate over the parliamentary period where the score value depends not only on the effectiveness of the Senate but also on the number of discussed bills. The second criterion is used to eliminate the influence of Chamber of Deputies of the Czech Republic on the score. This criterion shows how much the Senate assert itself regardless of the number of bills. The last two variants examine the effectiveness of the Senate in instances when the Senate uses its power and adds an amendment or rejects the bill. The criteria are set up so the effectiveness is not directly related to the activity of Chamber of Deputies of the Czech Republic. The resulting values of individual measurements are then compared and it is analyzed what is the effectiveness of the Senate in various terms and whether the composition of parliament chambers impacts the effectiveness of the Senate.
