Diplomová práca sa zaoberá miestnou správou v kontexte Európskej únie. V prvej časti predstavuje jej teoretické východiská a modely, založené na odlišnom historickom, politickom a kultúrnom vývoji v Európe. Tu sa okrem iného venuje inštitútu decentralizácie, či Európskej charte miestnej samosprávy. Druhá časť práce sa užšie zameriava na obecnú správu v štyroch vybraných krajinách. Konkrétne ide o krajiny Vyšehradskej štvorky, kde ako prvá je komplexne predstavená miestna správa v Českej republike. Následne sú predstavené zvyšné tri štáty, ktoré sú priebežne konfrontované s podobou verejnej správy na lokálnej úrovni v ČR. Tu v snahe nachádzať najideálnejšiu a najefektívnejšiu podobu miestnej správy, dochádza ku vzájomnej komparácii jednotlivých atribútov a prvkov a k argumentovaniu proti, či v ich prospech. Pri tejto komparácii obecnú správu delíme do oblastí, ako sú historický vývoj, ústavné a zákonné zakotvenie, postavenie obce, orgány obce a ich kompetencie, komunálne voľby a pod.This thesis deals with local administration in the context of the European Union. The first section presents the theoretical concepts and models based on different historical, political and cultural developments in Europe. Here, among other things, thesis addresses the notion of decentralization, and the European Charter of Local Self-Government. The second part focuses more closely on the municipal administration in the four selected countries. Specifically, the Visegrad countries, where the first is comprehensively presented the local administration in the Czech Republic. Then the other three states are presented, while they are continually confronted with the image of public administration at the local level in the Czech Republic. Here, in an attempt to find the smartest and most effective form of local government, there is the mutual comparison of attributes and elements with argumentation of their pros and cons. In this comparation municipal administration are divided into areas such as historical development, constitutional and legal anchoring, municipalities and their status, municipal authorities and their competences, local elections etc.
