Diplomová práce je svým tématem zaměřena na identifikaci kompetencí potřebných pro výkon funkce vrcholného voleného představitele v systému obecního zřízení, za kterého je považován starosta obce. Konkrétně vybírá starosty malých obcí, u kterých ve výkonu jejich funkce shledává určitá specifika. Za "malé" jsou v práci považovány obce do 1000 obyvatel, ve kterých není zřízena rada obce. Funkce starosty je v diplomové práci, v souladu se současnými trendy ve veřejné správě, považována za funkci manažerskou. Cílem diplomové práce je návrh kompetenčního modelu pro starostu malé obce.The thesis is focused on the theme of identification of competencies needed for the performance of the function of an elected top representative in the municipality system, which is considered to be the Mayor of the municipality. Specifically it deals with the Mayors of small municipalities, where it finds certain particularities in performance of their functions. The "small" municipalities are considered to be those municipalities with less than 1000 inhabitants, in which there is no municipality council established. The function of the Mayor in the thesis, in accordance with the current trends in public administration, is considered to be as the management function. The aim of the thesis is a proposal of the competency model for the Mayor of the small municipality.
