Hlavním cílem této bakalářské práce je výzkum efektivity strukturálního fondu FOCEM, který působí v rámci integračního uskupení MERCOSUR. FOCEM byl založen v roce 2004, oficiálně pak funguje od ledna roku 2006. Strukturální fond je primárně určen k financování takových projektů, aby byly postupně stírány strukturální asymetrie mezi členskými státy MERCOSUR. Práce je rozdělena do dvou tematických celků. První, spíše teoretická část, se věnuje popisu fungování strukturálního fondu FOCEM, analýze současného stavu FOCEM, dále vývoji Strukturálních fondů EU a následnému srovnání FOCEM se Strukturálními fondy EU. Druhá část, která je více výzkumná, hledá, za prvé, souvislost mezi množstvím financí poskytnutým paraguayským departementům a tím, zda departementy, kde byly finanční prostředky investovány, jsou opravdu chudými regiony a za druhé souvislost mezi množstvím financí poskytnutým paraguayským departementům a volební podporou prezidentovi v těchto departementech.The main aim of this thesis is to research the effectiveness of Structural Fund FOCEM, which operates within the integration group MERCOSUR. FOCEM was established in 2004 and officially operates since January 2006. Structural fund is primarily intended to finance such projects to be gradually wiped structural asymmetry among the Member States of MERCOSUR. This thesis is divided into two thematic parts. The first more theoretical part is dedicated to describe the functioning of the Structural Fund FOCEM, analyzing the current state of FOCEM, development of EU Structural Funds and the comparison of FOCEM with EU Structural Funds. Then the second more research part at first looking the link between the amount of funding provided to Paraguayan departments and whether departments, where the funds were invested, they are really poor regions and secondly, the link between the amount of funding provided to departments and Paraguayan President electoral support in those departments.
