Tato magisterská diplomová práce se zabývá vývojem přístupu Rady bezpečnosti OSN k ochraně civilního obyvatelstva. Práce si klade za cíl analyzovat, jakým způsobem se měnil přístup Rady bezpečnosti k problematice ochrany civilního obyvatelstva s důrazem na její ochotu autorizovat užití ozbrojené síly na základě humanitárního opodstatnění či s explicitně stanoveným cílem ochrany civilního obyvatelstva. Práce současně usiluje o identifikaci faktorů, které tento vývoj ovlivnily. Časově je možné práci zařadit do období let 1945-2011, přičemž pozornost je soustředěna zejména na období od konce studené války. Autorka v práci ukázala, že od konce studené války je v rezolucích Rady bezpečnosti patrný trend směrem k zaměření konceptu bezpečnosti na jedince. Od roku 1999 je zřetelný zvětšující se důraz Rady na ochranu civilistů v ozbrojeném konfliktu, který se projevil v mandátech misí na udržení míru, jež jsou od roku 1999 pravidelně autorizované pod kapitolou VII Charty a obsahují explicitní cíl ochrany civilního obyvatelstva. Přijetím rezoluce 1973 Rada poprvé uvedla v praxi svůj závazek k odpovědnosti chránit obyvatelstvo před genocidou, válečnými zločiny, zločiny proti lidskosti a etnickými čistkami a schválila užití ozbrojené síly za účelem ochrany obyvatelstva proti vůli vlády daného státu. Dále bylo v textu poukázáno, že tento vývoj byl ovlivněn konceptem lidské bezpečnosti. Současně však byly identifikovány další dva faktory, které přispěly k zaměření pozornosti Rady na ochranu jedince, a to ochota Rady bezpečnosti opakovaně schválit užití síly na základě humanitárního opodstatnění v průběhu 90. let a zjevná selhání v ochraně civilistů v tomto období.This Master thesis is focused on the evolution of the UN Security Council´s approach to the protection of civilians. The objective of this thesis is to analyse the changing attitude of the Security Council towards the issue of the protection of civilians with emphasis being placed on the willingness of the Council to authorize the use of force on humanitarian grounds or for explicit human protection purposes. Author also aims to identify the factors that influenced the evolution of the Council´s approach in this respect. Analysis covers the period from 1945 to 2011, while the main part concerns period since the end of Cold War. The author has demonstrated that there is the clear trend in the resolutions of the Security Council towards centering the concept of security on the individual since the end of Cold War. Since 1999 there is a growing emphasis of the Security Council on the protection of civilians in armed conflict, which has been manifested in the mandates of peacekeeping operations, which are since 1999 regularly authorized under Chapter VII of the Charter and encompass the explicit aim of protection of civilian population. In passing resolution 1973, the Security Council for the first time implemented its commitment to the responsibility to protect populations from genocide, war crimes, crimes against humanity and ethnic cleansing and authorized the use of force for human protection purposes against the wishes of functioning government. The text pointed out that this development in Council´s thinking was partly influenced by the concept of human security. Two more factors that contributed to focusing Council´s attention on the protection of civilians were indentified ? repeated willingness of the Council to authorize use of force on humanitarian grounds in the course of 1990s and the manifest failures to protect civilians in the same period.
