Práce se soustředí na vztahy prezidenta a parlamentu v rámci prezidentských pravomocí vydávat dekrety ve Venezuele v letech 1959 až 1999. Cílem práce je zjistit vliv složení parlamentu na vydávání dekretů v této latinskoamerické zemi. Postupně je v této práci konkrétně ověřováno, zda existence shodné parlamentní většiny s prezidentem podmiňuje vydávání více prezidentských dekretů prostřednictvím zmocnění hlavy státu,a dále, zda neexistence shodné parlamentní většiny s prezidentem podmiňuje častější vydávání prezidentských dekretů prostřednictvím generální ústavní nebo jiné pravomoci. Jedna hypotéza může vylučovat druhou, ale v konkrétních případech je možné, že tyto hypotézy obstojí vedle sebe. Práce svým závěrem přispívá k pochopení proměnlivosti institucionálních vztahů vrcholných ústavních orgánů v prezidentském systému v závislosti na měnících se podmínkách a okolnostech, ve kterých se prezidentský systém může ocitnout.This bachelor thesis aims at relations between the president and parliament concerning the power to declare presidential decrees of Venezuelan president during years from 1959 to 1999. The aim of this work is to find out whether there is any influence between the composition of the parliament and the amount and character of issued decrees in this country. The emphasis was concretely put on these two preconditions: whether existence of presidential majority in the parliament leads to the delegation of such president which entitles him to issue decrees in larger amount; and whether the non existence of presidential majority leads to the larger number of issued decrees, because president in such situations desires to avoid the parliament as an institution and wants to fulfil his own political program. The conclusion of this thesis helps us to understand the varying natures of relations between the two highest constitutional bodies depending on the changing circumstances.
