Diplomová práce na téma "Role vojenských orgánů v institucích EU na vojenské mise pod záštitou EU" je zaměřena na oblast vojenství, obrany a bezpečnosti, jak v rámci teritoria jednotlivých členských zemí EU a v těsném sousedství za hranicemi EU, tak i na teritoriích, které jsou v obecném zájmu EU jako celku. Sleduje vývoj EBOP od konce II. Světové války až po současnost. Vyhodnocuje efektivitu a účinnost nově vytvořených vojenských orgánu pod institucemi EU a jejich vliv na vedení a řízení vojenských misí na počátku 21. století. Práce je rozčleněna do dvou kapitol. V úvodu je stručné představení obsahu práce, stanovení výzkumných otázek a hypotéz. První kapitola se zaměřuje na historické vytváření EBOP a charakteristiku hlavních bezpečnostní rizik a krizí, které ohrožují zájmy a teritorium EU, výstavba mnohonárodních vojenských uskupení v rámci členských zemí EU, hlavní charakteristiky mírových operací a typologie misí EU. V druhé kapitole je popsáno místo a úloha politických, civilních a vojenských orgánů, které mají přímý dopad na řízení mírových misí a podrobný popis vojenských operací EU z pohledu přípravy, plánování a velení od roku 2003 do současnosti. V rámci celé popisované oblasti je zohledněna a posuzována koordinace činností s velením Severoatlantická aliance v Evropě, jehož členem je většina zemí EU. Cílem práce je posoudit, zda politické, civilní a vojenské orgány při institucích EU na useku vojenství a obrany jsou schopny zabezpečit a řídit nasazení evropských ozbrojených sil při řešení krizových situací v Evropě, případně ve světě.This thesis on "The role of military authorities in the EU institutions on military missions under the auspices of EU" is focused on the area of warfare, defense and security as within the territory of individual member states of EU and their neighbors so in the territories that are in the general interest of the European Union as the whole. It describes the development of ESDP from the end of WW II to the contemporary events. It evaluates the effectiveness and efficiency of the newly founded authorities within the EU institutions and their impact on the command and control of military missions at the beginning of the 21st centaury. The thesis is divided in to second parts. In the beginning there is a brief introduction of the theme, determination of the research questions and hypothesis. The first chapter describes the historical background for the foundation of ESDP and the characteristics of the main security risks and crisis that threaten the interest and the territory of EU, highlights the building up of military multinational battle groups within the EU member states and the main characteristics of peace-keeping missions, typology of EU missions. The second chapter focuses on the place and role of political, civilian and military authorities that have the direct impact on the command and control of peace-keeping missions and detailed description of EU military missions from the perspective of their preparation, planning and command since 2003. The author keeps in mind to comment on the coordination of these missions with the NATO command in Europe as the majority of EU member states are also NATO members. The aim of this thesis is to judge if political, civilian and military authorities within the EU institutions are able to secure and control the deployment of European armed forces while solving the crisis situations in Europe or worldwide.
