Výbor regionů je jako jedna z nejmladších institucí Evropské unie zřízena Maastrichtskou smlouvou. Tato instituce vznikla v souladu se zásadou subsidiarity. Jedná se o poradní orgán Evropské unie. Výbor regionů hájí zájmy evropských občanů a jeho zástupci jsou volení v regionální a místní samosprávě. V mé diplomové práci popisuji vývoj tohoto orgánu, strukturu a nominační procesy u jednotlivých členských států. Výrazně se zabývám Lisabonskou smlouvou a popisuji i smlouvy ji předcházející. Je důležité zmínit právo Výboru regionů podat žalobu k Evropskému soudnímu dvoru na zrušení právního předpisu v případě porušení zásady subsidiarity. Hlavní část tvoří popis pravomocí Výboru regionů. Popisuji obligatorní, fakultativní konzultace a z vlastního podnětu. S Výborem regionů má povinnost Evropský parlament, Rada nebo Komise konzultovat rozhodnutí Evropské unie týkající se místní a regionální správy. Závěrem se zabývám významem Výboru regionů v institucionální struktuře Evropské unie.The Committee of the Regions is one of the youngest institution of the European Union created by the Maastricht Treaty. This instituion was created in the accordance of the principle of subsidiarity. It concerns that it is the consultative body of the European Union. The Committee of the Regions defends the interests of European citizens through elected representatives in regional and local government. In my diploma thesis I describe the development of this body, the structure and the nomination´s procedure by the Member States. I point out mainly to the Lisbon Treaty and I describe also the previous Treaties. It is important to mention the right of the Committee of the Regions to bring the action for annulment to the European Court of Justice in the case of the breach of the principle of subsidiarity. The main part of the thesis describes the competences of the Committee of the Regions. It is mentioned the obligatory, facultative consultation and also on its own initiative. The European Parliament, the Council or the Commision have a duty to consult the Committee of the Regions on a decisions of the European union concerning local and regional governement. In the conclusion I deal with the importance in the institutional stucture of the European Union.
