Dopravní politika Evropské unie: problematika liberalizace železniční dopravy [rukopis] / Adam Kabele. -- 2012. -- 48. s. (93 136 znaků). -- Ved. práce Markéta Šůstková. -- Abstrakt: Tato práce se zabývá problematikou železniční dopravy v kontextu evropské dopravní politiky. Práce se zaměřuje zejména na proces tzv. liberalizace železnice, jejíž podstatou je oddělení samotné dopravní služby od infrastruktury, což má zajistit vznik konkurenceschopného prostředí. Pro účely této analýzy bylo vybráno deset modelových zemí, jež jsou porovnávány v rámci třech skupin a jednoho samostatného případu. Tyto skupiny představují tři přístupy či modelové případy procesu liberalizace a restrukturalizace v EU. Samostatným případem je Velká Britanie, která se svým přístupem zcela odlišuje od ostatních zemí EU. Práce je členěna na tři kapitoly. V první kapitole je vysvětlen pojem liberalizace jako paradigmatu a rozebrán legislativní rámec evropského společenství, zejména směrnice ES 91/440, která stanovila tzv. institucionální separační model, kdy infrastruktura je oddělena od provozovatele dopravy, aby mohlo vzniknout konkurenční prostředí na železnici. Dále se zaměřuje na tzv. železniční balíčky zvláště na první a druhý. V druhé kapitole jsou prostřednictvím případových studii analyzovány postupy restrukturalizace a liberalizaci ve vybraných evropských zemích. Země jsou řazeny do tří samostatných kategorií. Třetí kapitola využívá komparační analýzy k hodnocení liberalizačního procesu v těchto zemích a jejich postavení k požadavkům Evropské komise. K porovnání je používáno i liberalizačního indexu, který hodnotí postup liberalizace v souladu s legislativou. Pomocí této analýzy bylo zjištěno, že v mnoha zemích ještě nedošlo k výraznému postupu v liberalizaci a že separační model nemá vždy pozitivní účinky na efektivitu a stabilitu železnice jako takové. Navíc došlo k vytvoření protipólu v podobě holdingové struktury.. -- Abstrakt: This paper deals with the problem of rail transport in the context of European transport policy. The work focuses on the process of liberalization of the railways, the essence of which is to separate itself from the transport service infrastructure, which is to ensure the creation of a competitive environment. For the purposes of this analysis model was selected ten countries, which are compared in the three groups and a separate case. These groups represent three approaches or models of the process of liberalization and restructuring in the EU. Samostným case is Great Britain, with an approach quite different from other EU countries. The work is divided into three chapters. The first chapter explains the concept of liberalization as a paradigm and dismantled the legislative framework of the European Community. In particular, the EC Directive 91/440, which established the institutional separation model where infrastructure is separated from the transport operator that could create a competitive environment in the rail. Then focuses on the rail packages especially for the first and second. In the second chapter are analyzed through case study of the restructuring and liberalization in selected European countries. Countries are classified into three separate categories, third chapter uses a comparative analysis to the evaluation of the liberalization process in these countries and their position on the requirements of the European Commission. The comparison is used and the liberalization index, which evaluates the liberalization process in accordance with legislation. Through this analysis it was found that in many countries there was no substantial progress in liberalization and the separation model is not always a positive effect on the efficiency and stability of the railway as such.
