Diplomová práce se zabývá podporou VaVaI v České republice prostřednictvím rezortních výzkumných organizací a metodikami jejich hodnocení. Práce se zaměřuje na rezort Ministerstva životního prostředí a popisuje 5 jím zřízených výzkumných organizací se zaměřením na účel jejich zřízení, odborné zaměření, finanční zdroje, relevanci a excelenci jejich výzkumu. Porovnává implementaci Metodiky 17+ v rezortu Ministerstva životního prostředí s rezortem Ministerstva zemědělství. V první příloze diplomová práce poskytuje záznam z rozhovorů se zástupci vedení výzkumných organizací MŽP. Ve druhé příloze jsou uvedena pozorování nad daty souvisejícími s prováděním VaVaI ve výzkumných organizacích rezortů Ministerstva životního prostředí a Ministerstva zemědělství. Závěr přináší konkrétní doporučení pro zlepšení nastavení podpory a hodnocení rezortních organizací MŽP tak, aby prováděly kvalitní a mezinárodně dobře hodnocený výzkum, zabývaly se aplikovaným výzkumem s aplikovatelnými výsledky a mohly lépe podporovat stát v jeho odborných rozhodnutích. Diplomová práce také identifikuje několik oblastí, které jsou již mimo její rozsah, ale bylo by užitečné se jim věnovat. Jedná se například o hodnocení přínosu a dopadů výsledků výzkumu ve veřejném zájmu a o jeho finanční vyčíslení nebo o sjednocení terminologie a nastavení metodiky výpočtu parametrů pro analýzu a řízení VaVaI ve výzkumných organizacích zřizovaných rezorty.The diploma thesis deals with the support of R&D&I in the Czech Republic through departmental research organizations and their evaluation methodologies. The thesis focuses on the Ministry of the Environment and describes 5 research organizations established by the Ministry with a focus on the purpose of their establishment, professional focus, financial resources, relevance, and excellence of their research. It compares the implementation of Methodology 17+ in the Ministry of Environment with the Ministry of Agriculture. In the first appendix, the thesis provides a record of interviews with management representatives of the research organizations of the Ministry of Environment. The second appendix provides observations on data related to the implementation of R&D&I in the research organizations of the Ministries of Environment and Agriculture. It concludes with specific recommendations for improving the setup of support and evaluation of organizations of the Ministry of Environment of the Czech Republic so that they conduct high-quality and internationally well-ranked research, engage in applied research with applicable results, and can better support the state in its professional decisions. The thesis also identifies several areas that are already outside its scope but would be useful to address. These include, for example, the evaluation of the benefits and impacts of research results in the public interest and their financial quantification, or the unification of terminology and the setting of a methodology for calculating parameters for the analysis and management of R&D&I in research organizations.
