Tato diplomová práce se zabývá jak teoretickým představením institutu Evropského ombudsmana, tak analýzou vybraných šetření v oblasti zásady transparentnosti. Tento orgán šetří nesprávný úřední postup orgánů a institucí Evropské unie, díky čemuž je unikátním unijním mechanismem. Teoretická část obsahuje důvod založení úřadu Ombudsmana, náplň jeho činnosti, šetření, které může vést, nebo také průběh, výsledky a oblasti těchto šetření. Praktická část analyzuje vybrané případy šetření a ukazuje, zdali je Ombudsman dostatečnou ochranou této zásady. Díky svému politickému tlaku dokáže unijní orgány přimět k respektování jeho nezávazných prostředků nápravy a je tak velice významným mechanismem. Práce přináší, na základě zjištěných poznatků, návrhy na pravidelné konání konference týkající se zvýšení povědomí o nařízení č. 1049/2001 a také možnost medializace případů, ve kterých dotčený orgán odmítl respektovat Ombudsmanovo doporučení.This diploma thesis deals with both, the theoretical introduction of the European Ombudsman institute and the analysis of selected inquiries in the field of the principle of transparency. This body inquires the maladministration of the bodies and institutions of the European Union, making it a unique union mechanism. The theoretical part contains the reason for establishment of the Office of the European Ombudsman, the content of its activities, the inquiry which it may lead and also the process, results and areas of these inquiries. The practical part analyzes selected inquiries and shows whether the Ombudsman is a sufficient protection of this principle. Thanks to its political pressure, it can make the EU authorities to respect its non-binding remedies and thus it is a very important mechanism. Based on the findings, the thesis brings proposals to periodical conference regarding raising awareness of Regulation No. 1049/2001 and also the media coverage of cases in which the concerned institution refused to respect the European Ombudsman's recommendation.
