Práce se zabývá tematikou úloh a zákonnou povinností obce s rozšířenou působností v kontextu jejího podílu na zajištění obrany státu ČR v případě jeho ohrožení mimořádně nežádoucími jevy (jako např. terorismus, válka aj.) s přímými dopady nejen na ekonomiku daného státu, ale i na život jeho občanů. V práci jsou prezentovány základní pojmy s tematikou související (jako např. obrana státu aj.), současně platná legislativa i povinnosti a role obce v pojetí samosprávy, jako jednoho z klíčových aktérů v řešení této problematiky. V práci je analyzována nejen současná legislativní situace, ale jsou zde zároveň dány podněty, které mají sloužit dalším návrhům pro zlepšení předpisů, zákonů a přípravy občanů obcí v oblasti obrany státu i ochrany jejich životů.The thesis deals with the issue of the tasks and the legal aspects of responsibility of a municipality with extended competence in the context of its role in ensuring the defense of the state in the crisis situation caused by extraordinary undesirable phenomena (terrorism, war) with direct impact not only on the economy but also on the life of its Citizen. The thesis presents basic terms related (state defense) to the topic, current legislation as well as obligations and roles of the municipality in the concept of self-government as one of the key players in solving this issue. The thesis analyzes not only the current legislative situation, but also gives suggestions for further proposals for improvement of regulations, laws and preparation of citizens within the sphere of state defense and their lives.
