Diplomová práce je zaměřena na starostu obce a jeho právní postavení dle zákona o obcích. Práce je rozdělena do několika kapitol. Úvodní kapitoly se zabývají historií samosprávy, vymezením základních pojmů a jednotlivých orgánů obce. Jádro diplomové práce tvoří kapitola o starostovi, která je rozdělena na 9 podkapitol, v kterých popisuji pojem starosta obce, jeho práva a povinnosti, vzájemné vztahy starosty k ostatním orgánům obce, odpovědnost a ukončení funkce starosty. Hlavní téma, na které jsem se zaměřila, byla přímá volba starosty obce. Diplomovou práci jsem doplnila o rozhovor s místostarostou obce Hulín. Závěr práce tvoří návrh změny právní úpravy a shrnutí obsahu diplomové práce.This diploma thesis is focused on municipal mayor and his position according to the municipal law . The thesis is divided into several chapters. The introductory chapters are dealing with history of self-government, demarcation of basic concepts and particular municipal authorities. The gist of the thesis is a chapter about the mayor, which is divided into 9 sub-chapters, in which I´m describing the concept of mayor, his rights and duties, mutual relations of mayor to other municipal authorities, his responsibility and termination of the mayor function. The main topic, on which I´ve focused, was the direct vote of mayor. The thesis was amended by the interview with deputy mayor of Hulin town. The ending of the thesis is formed by the proposal of change of legislation and summary of content of the thesis.
