Tato práce pojednává o postupech před zahájením přestupkového řízení. V první části jsou vymezeny základní pojmy této problematiky a jednotlivé instituty. Jsou jimi oznamování přestupku, jeho prověřování a součinnost orgánů v rámci těchto postupů. Dále se práce věnuje způsobům ukončení tohoto postupu, vyjma samotného zahájení řízení, kterými jsou odložení věci a předání věci. V druhé kapitole jsou pak rozebrány problematické aspekty těchto institutů společně s hledáním jejich řešení. Cílem práce je předestřít zákonnou úpravu postupu před zahájením přestupkového řízení, analyzovat ji, poukázat na její problémy a případně navrhnout jejich řešení.This thesis deals with the procedure before transgression proceedings. The first part defines the basic concepts of this issue and individual institutes. These are the notification of transgression, its investigation and the interaction of the authorities within these procedures. The thesis also deals with the methods of termination of this procedure, except for the initiation of the transgression proceedings itself, which are the adjournment of the case and the handing over the case. The second chapter then discusses the problematic aspects of these institutes together with the search for their solutions. The aim of the thesis is to describe the legal regulation of the procedure before transgression proceedings, to analyze it, to point out its problems and, if necessary, to propose solutions.
