Bakalářská diplomová práce analyzuje a komparuje horní komory parlamentů ve vybraných unitárních státech Evropy na základě tří kritérií.Prvním kritériem je způsob konstituování druhých komor, kde jsou na základě ústav a volebních zákonů jednotlivých zemí analyzovány způsoby volby členů druhých komor a druhy jejich reprezentace. Druhým kritériem jsou pravomoci v legislativním procesu a vztah mezi druhými a prvními komorami. Pravomoci v legislativním procesu jsou rozděleny dle projednávaných typů zákonů na běžné, ústavní a finanční. Analýza se zaměřuje též na proces iniciování zákonů, možnost podávání pozměňovacích návrhů či vztah mezi oběma komorami parlamentů.Třetím kritériem je složení druhé komory v kontrastu ke složení komory první. Práce analyzuje dle Loosemore-Hanby indexu troje poslední parlamentní volby v každé zemi. Práce vychází z předpokladu, že reálná síla druhých komor je ovlivněna mj. stejným či odlišným složením obou komor parlamentů. Výsledné hodnoty jsou porovnány a je určeno, zda se v zemích vytvářejí soudržné či nesoudržné komory parlamentu.This bachelor thesis analyzes and compares the upper chambers of parliaments of selected unitary states in Europe on the basis of three criteria.The first criterion is a way of constituting the second chambers. It is based on the constitutions and electoral laws of each country analyzed by means of electing the members of second chambers and their representation. The second criterion is the influence on the legislative process and the relationship between the second and first chambers. The powers in the legislative process are distinguished according to the types of law which discussed to: common laws, constitutional laws and financial laws. The analysis also focuses on the process of initiating legislation, the possibility of filing amendments or relationship between the two chambers of Parliament. The third criterion is the composition of the second chamber in contrast to the composition of the first chamber. By means of Loosemore-Hanby index the paper analyzes the last three parliamentary elections in each country. The work is based on the assumption that the real power of second chambers is among other things affected by the same or different composition of both chambers of parliament. The resulting values are compared and determined whether the countries form a congruent or incongruent Houses of Parliament.
