Tato bakalářská práce rozebírá současné územně správní členění České republiky. Konkrétně se práce zabývá charakteristickým územním členěním pro výkon přímé státní správy územními specializovanými správními úřady a správními obvody pro výkon nepřímé státní správy územními samosprávnými celky. Nejprve jsou v této práci charakterizovány pojmy veřejnoprávního základu. V dalších částech je vymezen historický vývoj veřejné správy ve vztahu k územnímu členění státu a jednotlivé kroky reformy územní veřejné správy započaté po roku 1989. Historický vývoj veřejné správy ve vztahu k územnímu členění státu je pro větší přehlednost doplněn mapami územního členění jednotlivých vymezených období. V poslední části této práce jsou vymezeny problémy současného územně správního členění a vymezeny varianty řešení nastalé situace, s kterými přišlo Ministerstvo vnitra v Návrhu věcného záměru zákona o územně správním členění státu.This bachelor thesis analyzes the current administrative territorial division of the Czech Republic. Specifically, the thesis deals with the territorial division for a performance of direct state administration by specialized territorial administrations and administrative districts for the performance of indirect state administration by municipal governments. First, this thesis characterized basic terms like administration and public administration or self-government. The other part is describing the historical development of public administration in relation to the territorial division of the state and the steps of territorial administration reform started after 1989. Historical development of public administration in relation to the territorial division of the state is accompanied by maps of the territorial division defined period. In the last part of this thesis are defined issues in the administrative division and identified variants of the future administrative territorial division made by the Ministry of Interior in bill of territorial administrative division of the state.
