Tato bakalářská práce zkoumá posilování pravomocí Evropského parlamentu v rámci procesu tvorby Evropské komise a procedury výběru Spitzenkandidaten. Analýza je založena na konceptu By stealth od G. Majoneho, který je aplikován na dva konkrétní případy. První případ se zaměřuje na vliv tohoto konceptu na proces tvorby Komise, zatímco druhý případ analyzuje jeho dopad na proceduru výběru Spitzenkandidaten. Klíčové teoretické rámce práce zahrnují nejen koncept By stealth, ale také přístup Interinstitutional micropolitics od Claudie Wiesnerové a aspekt personalizace. Tyto teoretické přístupy jsou využity k hlubšímu porozumění mechanismů ovlivňujících pravomoci Evropského parlamentu v těchto konkrétních situacích. Práce identifikuje klíčové faktory, které podporují posilování neformálních pravomocí Evropského parlamentu. Kromě toho se zabývá vlivem neformálních pramenů moci na tuto problematiku. Výsledky této analýzy přispívají k lepšímu porozumění dynamiky vztahů mezi Evropským parlamentem a ostatními institucemi Evropské unie.This bachelor thesis examines the strengthening of the powers of the European Parliament within the European Commission creation process and the Spitzenkandidaten selection procedure. The analysis is based on the By stealth concept by G. Majone, which is applied to two specific cases. The first case focuses on the influence of this concept on the Commission creation process, while the second case analyses its impact on the Spitzenkandidaten selection procedure. The key theoretical frameworks of the thesis include not only the By stealth concept, but also the Interinstitutional micropolitics approach by Claudia Wiesner and the personalization aspect. These theoretical approaches are used to gain a deeper understanding of the mechanisms influencing the powers of the European Parliament in these specific situations. The thesis identifies the key factors supporting the strengthening of the informal powers of the European Parliament. In addition, it examines the influence of informal sources of power on this issue. The results of this analysis contribute to a better understanding of the dynamics of relations between the European Parliament and the other institutions of the European Union.
