Tato bakalářská práce zkoumá politický systém Bosny a Hercegoviny z pohledu vlivné teorie konsociační demokracií Arendta Lijpharta a její vylepšené verze nazvané systém pro hluboce fragmentované společnosti Cílem této studie je analyzovat bosenský politický systém a ověřit následující hypotézy. První z nich říká,že ?Zásahy Úřadu vysokého představitele (OHR) do politického systému BiH narušujíkonsociační demokracii v zemi, zejména pak segmentální autonomii příslušníků konstitutivních národů BiH. Druhá hypotéze tvrdí, že Nástup vlád umírněných stran vedl ke snížení zásahů OHR, čímž se snížilo narušování segmentální autonomie. Za účelem ověření hypotéz popisuje a analyzuje poválečný systém a charakterizuje období vlád umírněných stran Dále popisuje pravomoci OHR sloužící mu k překonání snahy radikálních politických představitelů o narušení implementace mírového procesu. Zvláštní důraz je věnován tzv. Bonnským pravomocím. V poslední části je dokončena analýza rozhodnutí, která OHR uplatnil se zvláštním důrazem na ta rozhodnutí provedená pomocí bonnskýchpravomocí v období vlád umírněných stran.This thesis deals with the political system of Bosnia and Herzegovina from the view ofArendt Lijphart´s influential theory of consociational democracy and its improved form called constitutional design for divided societies. The aim of this study is to analyze Bosnian political regime and verify following hypotheses the first one states thet the, Interventions of the Office of High Representative(OHR) in thepolitical system of Bosnia and Herzegovina penetrates segmental autonomy of the members of theconstitutive nations of Bosnia and Herzegovina. The second hypothesis states thet?moderate parties government led to the decrease of thenumber of OHR interventions. For this purpose, this thesis sums the theory describing the postwar political system of Bosnia and Herzegovina, characterizesmoderate parties and periods of these moderate parties governments. Furthermore, it describes the powers the OHR has to deal with radical representatives who are trying to obstruct the peace implementation process with special focus on so called Bonn Powers. The last part finalizes analysis of OHR decisions made with special focus on those made with usage of Bonn Powers during the term of moderate parties governments.
